The justification for a framework period longer than the standard four-year duration is based on the potential timeframe for completion of the work envisaged under this framework. In addition, the service is defined under the Directive as a Title III service and therefore the Contracting Authority has the flexibility to award frameworks of longer durations.

9) At its absolute discretion, the contracting authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
