Title attributed to the contract by the contracting authority: 2007 Telecommunications Network Services. An Post National Lottery Company is licensed to operate the National Lottery by the Minister for Finance on the Minister's behalf in accordance with the National Lottery Act 1986. The term of the current licence expires on 31.12.2010. The National Lottery now wish to establish a framework agreement and award a contract for the provision of: -telecommunications network connectivity and -network management services project for its agents at over 3 600 locations nationwide. Network connectivity will include IP broadband services and dial-up terminal services. The framework agreement will extend over a period of four years. Additional services may be required over the four year life-term of the framework agreement. The initial contract will extend over a period of three years subject to satisfactory annual performance and review. The start date of the contract will be at the discretion of the National Lottery. The National Lottery will use the Competitive Dialogue Procedure for the award of this contract. The National Lottery now invites Expressions of Interest for these services. Interested parties are asked to respond by providing the information as stated at III.2.2 and III.2.3 below. Following evaluation of the responses the National Lottery will short-list a minimum of five service providers (provided there is at least this number who meet the qualification criteria) and invite these firms into dialogue. The participants invited to dialogue will be issued with a descriptive document prior to the dialogues which will provide further information on the contract, the award criteria and the process to follow from dialogue to tender to award stage.
