Title attributed to the contract by the contracting authority: Technical Support - Initial Scoping of the Petroleum Safety Framework Implementation Project. The Commission for Energy Regulation (the ‘Commission’) is the independent body responsible for overseeing the liberalisation of Ireland's energy sector. The Petroleum (Exploration and Extraction) Safety Bill 2010 (‘PEES Bill 2010’) proposes to give the Commission significant new functions in the area of petroleum exploration and extraction safety, specifically the responsibility to regulate the petroleum activities of petroleum undertakings with respect to safety. The Commission is required to establish and implement a Petroleum Safety Regulatory Framework, which includes a Safety Case regime. In readiness for this new petroleum safety role, the Commission intends to establish a small project team, post the enactment of the PEES Bill 2010 in March 2010, to manage the full implementation of the Petroleum Safety Framework. In this regard, the Commission now requires consultancy support to assist it in the initial scoping phase of the implementation programme.
