Technical consultancy support for the establishment of the petroleum safety framework. The Commission for Energy Regulation (the โ€˜Commissionโ€™) is the independent body responsible for overseeing the liberalisation of Ireland's energy sector. The Petroleum (exploration and extraction) Safety Act 2010 (โ€˜2010 Actโ€™) gives the Commission significant new functions in the area of petroleum exploration and extraction safety, specifically the responsibility to regulate the petroleum activities of petroleum undertakings with respect to safety. The general object of the Commission under the 2010 Act is to protect the public by fostering and encouraging safety as respects the carrying on of petroleum activities. To this end, the Commission is required to establish and implement a risk based petroleum safety regulatory framework, which includes a safety case regime. In order to obtain sufficient breadth to the background of this tender, it should be read in conjunction with the 2010 Act. In readiness for this new petroleum safety role, the Commission published a prior indicative notice in February 2010 (See 2010/S 33-047585) outlining its intention to establish a multi-member framework of technical consultants to support the Commission over the course of the design and full implementation of the petroleum safety framework, including any transitional arrangements. The Commission intends to issue the vast majority of technical tenders to the members of the multi member framework on packages of work relating to the petroleum safety framework project over a 4 year timeframe.
