Technical consultancy support – gas safety. The Energy (Miscellaneous Provisions) Act 2006 was enacted in December 2006. Under this Act, the Commission for Energy Regulation (“the Commission”) has responsibility to “regulate the activities of gas installers with respect to safety” and to develop a new regulatory system in that regard. In carrying out this responsibility, the Commission developed the gas safety framework (GSF). The GSF sets out the Commission’s policy with regard to the regulation of Natural Gas and Natural Gas Installers with respect to safety. The Commission has appointed the Register of Gas Installers of Ireland (RGII) to act as the Gas Safety Supervisory Body, who will be responsible for the registration, inspection, auditing and monitoring of gas installers. In order to support the continued effective operation of the regulatory regime for Registered Gas Installers (RGI) as envisaged in the published documents the Commission wishes to engage technical consultancy support to assist and provide ongoing advice to the newly established Safety Supervision Team. This consultancy support is divided into 2 separate lots: Lot 1 - Development of training courses for gas industry. Lot 2 - The inclusion of commercial gas installers into the RGI scheme, the inclusion of LPG into the gas safety framework and other advice and support related to the operation of the safety supervision function.
