Dun Laoghaire Rathdown County Council
Title attributed to the contract by the contracting authority: Collection of Residual/Organic Domestic Waste, Composting of Organic Waste and related services. There are approximately 70,000 households in the Dun Laoghaire Rathdown County Council functional area which currently avail of a door-to-door residual waste collection service. In addition, a residual service operates for apartments and schools. Kerbside collection of Brown Bin Waste (organic garden and kitchen waste) is planned to commence in 2009. Dun Laoghaire Rathdown County Council is inviting Expressions of Interest from suitably qualified Service Providers for the collection of residual/brown household waste materials, the composting/treatment of material from the organic waste collection and other related services (hereinafter referred to as the "Residual/Brown Waste Service") for a 3 year period, with an option to extend up to 6 years. Tenderers may tender for one or more of the following lots. Lot 1 – Collection of residual/organic waste from single dwelling households. This lot may include one or more of the following elements without limitation: 1. The collection, identification and weighing of waste from Black/Grey Wheeled Bins from specified households throughout the County of Dun Laoghaire Rathdown; 2. The collection of waste in pre-labelled Bags from specified households and/or other specified locations throughout the County of Dun Laoghaire Rathdown; 3. The maintenance/updating of the Council’s Black/Grey bin customer database - Name, Address, Account No., Bin No., Microchip No, and other related data; also the delivery of replacement/new bins as required; 4. The delivery of Brown wheeled bins (from storage) to households and the preparation and maintenance of a database for the Brown Bin Service - Name, Address, Account No., Bin No., Microchip No, and other related data; also the delivery of replacement/new bins as required; 5. The collection, identification, weighing and/or processing of waste from Brown Wheeled Bins from specified households throughout the County of Dun Laoghaire Rathdown; 6. Residual/Brown Waste will be delivered to such waste facilities as directed by the Council; 7. The provision of customer care services; 8. The preparation and posting of quarterly invoices on behalf of the Council to every account holder; and 9. Preparation of Reports for the Council and attendance at meetings. Lot 2 – Collection of residual/organic waste from apartments and schools. This lot may include one or more of the following elements without limitation: 10. The collection, identification and weighing of residual waste from apartments and/or schools and/or other specified locations throughout the County of Dun Laoghaire Rathdown; 11. The maintenance/updating of the Council’s Black/Grey/Brown bin customer database - Name, Address, Account No., Bin No., Microchip No, and other related data; also the delivery of replacement/new bins as required; 12. The delivery of Brown wheeled bins (from storage) to apartments/schools and the preparation and maintenance of a database for the Brown Bin Service - Name, Address, Account No., Bin No., Microchip No, and other related data; also the delivery of replacement/new brown bins as required; 13. The collection, identification, weighing and/or processing of waste from Brown Wheeled Bins from specified apartments/schools throughout the County of Dun Laoghaire Rathdown; 14. Residual/Brown Bin Waste will be delivered to such waste facilities as directed by the Council; 15. The provision of customer care services; 16. The preparation and posting of quarterly invoices on behalf of the Council to every account holder; and 17. Preparation of Reports for the Council and attendance at meetings. Lot 3 – The Composting of Material from the Household Organic Waste Collection. This lot may include one or more of the following elements without limitation: 18. The processing of Brown Bin Waste collected in the County of Dun Laoghaire Rathdown at a specified licensed facility or facilities, pending the commencement of operation of the Council’s biological waste treatment facility. Monthly reports and supporting documentation, and related services. Procurement procedure. Dun Laoghaire Rathdown County Council proposes using a two (2) stage restricted procedure procurement process. In stage one Expressions of Interest are invited from suitably qualified Service Providers. The Expressions of Interest received will be subject to a shortlisting process and a detailed Request for Tender document will be sent to the shortlisted candidates. Background. At present, the Residual Waste service operates on a weekly basis throughout the County and it is proposed that this will change to a fortnightly collection in areas where a brown bin collection service commences operation on a fortnightly basis (brown bin and black/grey bins will be collected on alternate weeks). It should be noted that Dry Recyclable collection is not included in this proposal. Further, for the avoidance of doubt, neither Dun Laoghaire Rathdown County Council nor the other three Dublin local authorities would intend to themselves submit tenders in response to this proposal. Instructions to interested companies. All interested parties are required to submit 5 copies of the following information: 1. Company’s name, address, telephone no. fax no. and e-mail address, 2. Name of contact person(s) in the Company with telephone/mobile nos. and e-mail address, 3. An indication of the lot or lots the Candidate wishes to pre-qualify for, 4. The Company’s profile, including details of its current waste management operations and, in particular, details (including tonnages and locations) of similar waste collection (i.e. households or schools/apartments) or composting services (as applicable) over the last 5 years, 5. Details of the company’s waste management infrastructure (vehicles, facilities etc.) Candidates expressing an interest in Lot 3 should indicate the capacity of the composting facility they would propose to use, 6. The Company’s management and staffing structure, including staff numbers, 7. Details of the Company’s experience in management of weighing systems and associated billing systems, 8. A copy of the Company’s Audited Accounts and a statement of overall turnover and turnover in the area covered by waste collection or composting services contracts (as applicable) in the last 3 years. Shortlist criteria. Expressions of Interest will be shortlisted on the basis of the following criteria: 1. Experience. Experience of the company in the last 5 years in the collection, weighing, billing and servicing of a large customer database (weighting 45 %). Experience of the company in the last 5 years in the provision of organic waste composting services (weighting 45 %). Infrastructure, capacity and resources. The Company’s current waste management infrastructure, capacity and resources, including staff resources (weighting 35 %). Financial standing. The Company’s financial standing (weighting 20 %). It is intended to shortlist a minimum of 5 and a maximum of 7 candidates provided there is a sufficient number of suitably qualified candidates. Submission of proposals. Interested parties must submit their proposals in a sealed envelope clearly marked "Expressions of Interest for Household Waste Collection" to arrive at the following address no later than 16.00 hrs on Friday 19th December 2008.
