Aim of strategic procurement: Reduction of environmental impacts
The Phoenix proposal aligns with national policies such as NSO 8 of the National Development Plan 2021-2030, the Climate Action Plan 2023, and the National Policy on Architecture. The feasibility study focuses on reducing the carbon footprint of existing facilities and achieving a carbon-neutral operational model by 2035, ahead of the 2050 national target.
This will be accomplished through retrofitting to reduce energy demands, implementing passive
measures in new builds, and incorporating active measures like PV, solar thermal, and heat pump
technology for heating
