FÁS, the Training and Employment Authority was established in 1/1988 under the Labour Services Act 1987. Its functions include the operation of training and employment programmes, the provision of an employment/recruitment service and an advisory and support service for business. FÁS has a staff complement of almost 2 400 people and a network of offices and training centres throughout the country. The purpose of this Expression of Interest is to identify suitable Information Technology Organisations interested in submitting Tender Proposals for the Business/Systems Application Development and Design Phase for the CSCS/Safepass ICT System. In 5/2005 a scoping study for an ICT System to support the management of CSCS/SafePass Programmes was completed The second phase of the project - the Business/System Analysis and Design is currently underway and should be completed by mid 12/2006. During this phase the findings of the Scoping Study will be further developed and detailed business processes for Safepass and CSCS will be defined. It is expected that the deliverable from this detailed Business Process/System Analysis and Design will provide the necessary elements to progress to the actual application Development and Implementation of the system.
