Justification for the framework agreement:
In view of The Programme for Government (PfG) commitment for the 'retrofit' of 500,000 homes to a B2/Cost Optimal Equivalent (BER) standard by 2030, of which, approximately 36,500 are expected to be local authority owned homes in addition to Dept Circular 14/2022 which sates “The revised 2021 Energy Efficiency Retrofit Programme was the first year of a ten year programme“ it is proposed to have an 8 year framework in place for this programme. Procurement Consultants confirmed this is permitted under the procurement regulation if justified.. . The standard 2 year and 4-year framework does not provide adequate time to guarantee the success of this programme in reaching the desired targets. In order to achieve the desired targets as set out in the PfG industry / companies / contractors are required who can deliver these works economically and efficiently to a consistently high standard. There is need for consistent skills training to off-set the skills shortage currently being experienced by this industry. If framework operators are to be encouraged to engage in skills training as part of their service provision, a longer term than 4 years will be necessary for this programme framework.
