The Department of Agriculture, Food and the Marine (DAFM) intends to procure by competitive process a disposal service to facilitate DAFM in the case of outbreaks of animal health diseases. DAFM wishes to obtain the services of authorised operators for the purpose of disposal of animals by-products due to an outbreak of animal health disease. Authorised operators who are engaged in the business of offering the services required by DAFM and have the requisite skill, knowledge and experience in the field together with the necessary equipment, plant and premises will be eligible to apply to participate in this RFT. Category 1 and Category 2 material refers to such materials as are defined under Articles 8 and 9 of Regulation (EC) No. 1069/2009, of the European Parliament and of the Council of 21 October 2009 laying down health rules concerning animal by-products not intended for human consumption. Another possible option for disposal of certain types of disease effected material is incineration. Disease outbreaks by their nature can occur without warning. Due to the urgency of a disease outbreak, an order will be placed immediately by DAFM for Category 1 and Category 2 disposal services. From a disease control and biosecurity point of view, the primary consideration for identifying a disposal service in a Category A disease outbreak situation is proximity to the infected premises. Other important considerations are suitability/category of disposal plant and also the capacity to accept/process the material from both a technical and volume perspective. Annex IV of Commission Regulation (EC) No. 142/2011, of 25 February 2011 sets out most of the requirements for disposal. Requirements: โข A plant involved in processing of Category 1 and /or Category 2 material must be DAFM approved and hold a valid certificate of approval in accordance with (Article 24 (1) (a) of Regulation (EC) No. 1069/2009.) โข The operator must comply with all relevant requirements listed in National legislation European Union (Animal By-Products) Regulations 2014 (S.I. No. 187 of 2014) and EU Legislation (Regulation (EC) No. 1069/2009 and Regulation (EU) No. 142/2011). โข Licenses and authorisations required to operate must be valid from all relevant licensing authorities while the plant is operational. โข The operator must notify DAFM immediately if significant changes are proposed to plant activities. โข All records required in the context of the Animal By-Products (ABP) Regulations must be retained in the plantโs office for a period of 3 years. Records must be made available for inspection by DAFM staff. โข The operator must provide data and statistics to DAFM as and when required and in whichever format requested.
