Quantity or scope of the contract II.2.1) Total quantity or scope: The European Working Conditions Surveys (EWCS) aim at describing the conditions of work and employment in the 27 Member States of the European Union and in addition up to 11 other countries, and at providing policy makers with a picture of the main issues and developments in the field. The objectives of the European Working Conditions Surveys are to provide an overview of working conditions in order to analyse changes over time and relationships between changes and working conditions. They also aim to identify groups/work situations at risk, as well as work situations and workers' groups relevant to the interest of Eurofound stakeholders. The deliverables will be as follows: โ€” draft questionnaire for pre-test, including French translation in electronic format in English/French, โ€” pre-test report in electronic format in English, โ€” draft questionnaires and showcards in electronic format in all languages, โ€” preparation fieldwork reports: sampling plan, coding instructions, fieldwork force in electronic format in English, โ€” final instructions to interviewers in English and the translated language versions in electronic format in English, โ€” final questionnaires and showcards in electronic format in all languages, โ€” fieldwork reports in electronic format in English, weekly once fieldwork starts, โ€” draft fieldwork report in electronic format in English, โ€” draft dataset in SPSS file format in English, โ€” sampling report in electronic format in English, โ€” coding report in electronic format in English, โ€” weighting report in electronic format in English, โ€” data editing and cleaning report in electronic format in English, โ€” draft quality control and assurance report in electronic format in English, โ€” final dataset in SPSS and ASCII text data file format in English, โ€” initial data analysis โ€” Standard tables A, B and C in electronic format in English, โ€” final fieldwork report in electronic format + 2 hard copies in English, โ€” final methodological report in electronic format + 2 hard copies in English, โ€” final quality control and assurance report in electronic format + 2 hard copies in English, โ€” separate final reports and datasets for CH, IS and NO in SPSS files + electronic formats + 2 hard copies in English. Economic and financial capacity: Information and formalities necessary for evaluating if requirements are met: Evidence of the financial and economic standing of the company must be provided by the following: (a) statement from the tenderer's bank indicating good financial viability of said company or proof of professional risk insurance covers; (b) balance sheets or summaries thereof for at least the past 2 financial years for which accounts have been closed, where publication of balance sheets is prescribed under company law in the country in which the tenderer is established; (c) statements of total turnover showing a minimum of EUR 570 000 per annum turnover relating to the provision of similar services, realised over a period which does not exceed the past 3 financial years. Information and formalities necessary for evaluating if requirements are met: A) Proposed company and staff requirements: a.1.1) comprehensive company profile with defined roles and tasks; a.1.2) proof of an established network of national agencies in the countries where the European Working Conditions Survey will take place (please complete table on contractor's network); a.1.3) the contractor and members of its network must belong to Esomar, WAPOR or an equivalent body (copy of certificate of membership to be provided) and comply with the following codes of conduct: ICC/Esomar International Code of Marketing and Social Research Practice or equivalent; and WAPOR/Esomar Guide to Opinion Polls or equivalent (please complete table on contractor's network). B) Professional and technical capacity of the coordination centre: b.1.1) experience in carrying out coordination work in the field of household surveys in different countries (list of references for recent contracts to be provided); b.1.2) responsibility for and experience in managing Europe-wide household surveys (list of references for similar surveys to be provided); b.1.3) good knowledge of English (minimum level required is 3) for coordinating work with national agencies and liaison with Eurofound (CVs of the coordination team in Standard Reply Form). C) Professional and technical capacity of the members of the network (national agencies): c.1.1) references should be provided for each national agency regarding recent household surveys undertaken; c.1.2) a sworn statement must be provided that each interviewer has relevant experience and has participated in at least 3 survey implementations in the past. The field force consists of exclusively native speakers of the language used in (the respective part of) each country and will have an extensive experience in the respective interview technique; c.1.3) a sworn statement must be provided that each interviewer will do no less than 10 and no more than 20 interviews.
