In order to understand the campus and its complexities, a level of initial investment is required on the part of the consultant. Once appointed the consultant will be required to spend considerable time getting to know the campus, its physical layout and buildings plans. Only after this period will the consultant be in a position to implement the objectives and provide the services, the subject of the framework agreement. It is also more economically advantageous for the Contracting Authority to procure a consultant for this specific role for five years to avoid the cost and complexities of the initial outlay.
