9191 TRACK ACCESS CONSULTANCY SUPPORT
Coras Iompair Eireann (CIE Utility)
Regulation 25 of S.I. No. 249 of 2015 as amended by S.I. No. 398/2020, (see Appendix 1) sets out the framework for the calculation of the track access charges. Reference should also be made to Commission Implementing Regulation (EU) 2015/909 of 12 June 2015. CIE EFB now wishes to appoint a suitably qualified consultant:- to recommend the most appropriate track access regime for the Iarnród Éireann network bearing in mind the characteristics of the network and the requirements of the statutory instrument (S.I.) and EU Regulation referred to above to develop a model for the calculation of the track access charges that should be applied across the network. The model should be capable of updating on an annual basis. CIE is operating to a deadline to facilitate the inclusion of the charge in an updated Iarnród Éireann network statement which will be published in December 2025. As such, the deadline for completion of this work is September 2025.
