DART+ is a transformative programme of projects that aims to modernise and improve existing rail services in the Greater Dublin Area (GDA). The proposed framework is intended to support the delivery of multiple projects within the DART+ Programme, each of which progresses on an individual timeline and is subject to its own Railway Order (RO). Railway Orders are valid for 10 years and are granted to specific projects rather than the programme as a whole.
As the approval and implementation timelines for each project are staggered, the framework must remain valid across the full lifecycle of all projects it is intended to support. To ensure continuity and efficient delivery without the need for repeated procurement processes, the framework will have a duration of approximately 12 years.
