This is a call to competition by IE for the procurement of a Design and Build Civil and Structural Contractor by way of a single supplier Framework Agreement, one Contractor will be the sole supplier. DART+ is a transformative programme of projects that aims to modernise and improve existing rail services in the Greater Dublin Area (GDA). The DART network will increase from 50 kilometres to 150 kilometres transforming commuter train travel in the Greater Dublin Area. It will provide a sustainable, electrified, reliable and more frequent rail service improving capacity in all rail corridors serving Dublin, bringing DART travel with all its benefits to new and existing communities. The provision of a new electrified fleet will improve capacity and reduce greenhouse gas emissions.
This framework shall include the detailed design of the proposed new Civils & Structures works, including the detailed design of trackwork alterations. The Civils & Structures Contractor shall subsequently construct the works, test and commission all assets they install and provide as-built documentation and drawings accurately detailing the works as constructed.
Anticipated works include, but may not be limited to, the design & construction of:
• New pedestrian and cycle footbridges with ramps, lifts and all associated SISS, MEP and civil engineering works.
• The construction of new highways (including new underbridge and overbridges) to facilitate level crossing closures.
• Existing platform modifications, reconstructions and extensions including all associated SISS, MEP and civil engineering works.
• The reconstruction of existing overbridges (both arch and flat deck bridges) to improve clearances for electrification, enable the construction of additional tracks and/or the realignment of the railway.
• Parapet modifications to existing bridges, retaining walls and boundary walls.
• Earth retaining and embankment works.
• New permanent maintenance compounds.
• Line of route fencing, access points and cess walkway works.
• Construction of railway operational buildings where required.
• Permanent Way works including track lowers, alterations to existing sidings and provision of new points and crossings.

The proposed framework is intended to support the delivery of multiple projects within the DART+ Programme, each of which progresses on an individual timeline and is subject to its own Railway Order (RO). Railway Orders are valid for 10 years and are granted to specific projects rather than the programme as a whole.
As the approval and implementation timelines for each project are staggered, the framework must remain valid across the full lifecycle of all projects it is intended to support. To ensure continuity and efficient delivery without the need for repeated procurement processes, the framework will have a duration of approximately 12 years.
