It is anticipated that the Luas Operations and Maintenance Contract will commence operations in Quarter 2 or 3, 2026 for a period of seven years from full operational commencement, with an option to extend by up to a further five to seven years. There will be a mobilisation/transition period from the date of contract signing until the operating commencement date. The scope of the Luas Operations and Maintenance Contract will include operation of public passenger services, rolling stock maintenance, infrastructure maintenance (depots, track, etc.) and management and operation of Luas Park and Ride sites. Maintenance of the automatic fare collection system (AFCS) will also be within the scope of the Operations and Maintenance Contract. It is envisaged that revenue risk will be borne by NTA/TII but that some fare evasion risk will be borne by the Operator. The passenger services to be provided by the Operator will be defined by a service specification. There will be a performance monitoring system in place based on a number of key performance indicators. A more detailed description of the scope of the Luas Operations and Maintenance Contract is given in Appendices B, C, D and E of the IMPQQ Document. The full scope of services required will be set out in the Invitation to Tender documentation which will be issued to the successful parties who are shortlisted following the selection/prequalification stage of the procurement process.
