Cork Racecourse Mallow and Curragh Racecourse Limited while not subsidiaries of Horse Racing Ireland, are closely affiliated with HRI. The Contracting Authority reserves the right to use this framework for any other business venture or industry body in which it is involved. Horse Racing Ireland (HRI) recently published its 2024 โ 2028 Strategy Plan detailing various capital projects and operational overhauls envisaged during the lifetime of the plan. Some of the projects envisaged are significant capital investments in the areas of new Racecourse infrastructure, Sustainability, Equine Safety and Care, Education of Industry Personnel, Laboratory Services in Equine Health and Digitisation of Operations. The majority of HRIโs funding comes from Central Government and is substantially allocated annually on operational matters and minor Capital Works projects. To bolster HRIโs financial capacity to fund the projects called out in its 2024 โ 2028 Strategy Plan, HRI is seeking to engage a professional service / financial consultant to act on their behalf in the scoping out and applying for funding directly from the EUโs various funds (eg ELENA, EIF, ERDF etc) as well as the management of funds drawdown from successful applications and an ongoing reporting and managing the audit / verification processes as required by 3rd party EU funding bodies and HRIs own internal governance requirements.
