Monaghan County Council wishes to tender for Strategic Environmental Assessment, Appropriate Assessment and Strategic Flood Risk Assessment in respect of the Monaghan County Development Plan 2025-2031
Strategic Environmental Assessment (SEA), Appropriate Assessment (AA) and Strategic Flood Risk Assessment (SFRA) for the preparation of the Monaghan County Development Plan 2025-2031. This includes; a) carrying out and undertaking of an appropriately scaled Strategic Environmental Assessment (SEA) which fully complies with the principles and requirement of the SEA Directive 2001-42-EC, the European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 (S.I. 435 of 2004) as amended by European Communities (Environmental Assessment of Certain Plans and Programmes) (Amendment) Regulations 2011 (S.I. No. 200 of 2011), the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (S.I. 436 of 2004) as amended by Planning and Development (Strategic Environmental Assessment) (Amendment) Regulations 2011 (S.I. No. 201 of 2011), Strategic Environmental Assessment: Guidelines for Regional Assemblies and Planning Authorities (DHLGH, 2022), Circular PSSP6-2011 issued by the Department of Housing, Planning and Local Government and SEA guidance and best practice issued by the Environmental Protection Authority (EPA). b) Carrying out and undertaking of Appropriate Assessment (AA) which fully complies with the principles and requirement of the European Communities Council Directive 92-43-EEC (the Habitats Directive) and the associated Council Directive 2009-147-EC (the Birds Directive), Part XAB of the Planning and Development Act 2000 (as amended) the European Communities (Birds and Natural Habitats) Regulations 2011 (S.I. No. 477 of 2011), Appropriate Assessment of Plans and Projects - Guidance for Planning Authorities (DEHLG, 2010) and Managing Natura 2000 Sites (EC, 2018). c) Carrying out and undertaking of Strategic Flood Risk Assessment to satisfy the requirements of the Planning System and Flood Risk Management Guidelines for Planning Authorities (DEHLG and OPW, 2009) and Circular PL 2-2014 (DECLG, 2014).
