In the first instance, tenderers are required to respond in full to this Invitation to Tender document. All tender submissions not eliminated under the Minimum Selection Criteria (Part 1) contained in Appendix 3 - Tender Response Document will be evaluated against the award criteria and weightings contained in the Tender Response Document and Section 6 of this document.
