Invitation to Negotiate for Public Service Contracts for the provision of Public Bus Services โ€“ Outer Dublin Metropolitan Areas (ODMA) North and South

National Transport Authority_1149

Lot 1: ODMA North: A total of 23 routes are proposed to be operated under the ODMA North contract. At the time of the Operational Commencement Date (estimated October 2025), 5 of the ODMA North routes will already be in operation under the existing ODMA contract and the remaining 18 routes will be launched in October 2025. When all 23 routes are in operation, the total annual scheduled kilometres will be circa 5.7 million kilometres, with a Peak Vehicle Requirement (PVR) estimated at circa 131 buses. It is envisaged that there will be a significant variability in route lengths and bus frequency across the 23 routes, with annual scheduled kilometres varying from circa 20,000 kilometres on some routes to over 1 million kilometres on others. Similarly, the PVR per route is estimated to vary from 1 to 14 buses. It is envisaged that most of the routes will operate Monday to Sunday inclusive, some with reduced frequency at the weekends, but a number of the routes will only operate Monday to Friday inclusive. Lot 2: ODMA South: A total of 32 routes are proposed to be operated under the ODMA South contract. At the time of the Operational Commencement Date (estimated October 2025), 15 of the ODMA South routes will already be in operation under the existing ODMA contract and the remaining 17 routes will be launched in October 2025. When all 32 routes are in operation, the total annual scheduled kilometres will be circa 9.0 million kilometres, with a Peak Vehicle Requirement (PVR) estimated at circa 143 buses. It is envisaged that there will be a significant variability in route lengths and bus frequency across the 32 routes, with annualised kilometres per annum varying from less than 10,000 kilometres on some routes to over 1.3 million kilometres on others. Similarly, the PVR per route is estimated to vary from 1 to 17 buses. It is envisaged that most of the routes will operate Monday to Sunday inclusive, some with reduced frequency at the weekends, but a number of the routes will only operate Monday to Friday inclusive. The estimated contract value for both lots is โ‚ฌ465,000,000 however, the Authority reserves the right to spend a maximum of โ‚ฌ511,000,000 for both lots. Please see Tender documents for further details.
