The provision of services to peer review the Department's forest licence mitigation measures with regard to article 6(3) of the EU Habitats Directive, and in doing so validate the scienctific basis underpinning these measures, to make recommendations to strengthen these measures where appropriate, to organise these mitigations into a system that can be put into legislation and to carry out an SEA/AA of the final output. The aim is to achieve a high degree of scientific certainty that will exclude all likely significant effects on a European site, where certain factual conditions are met regarding the location, scale, and characteristics of the site in question. Once incorporated on a statutory basis, the requirements prescribed by the Regulations or statutory guidance shall be binding on all licences, authorisations or other consents granted by the Minister or upheld by the Forestry Appeals Committee.
