The Minister for Defence (the ‘Contracting Authority’) is seeking to establish a competitive dialogue from economic operators (‘Candidates’) through this pre-qualification questionnaire (PQQ) with a view to establishing a contract for requirements of the Department of Defence/Defence Forces (DODDF).

This public procurement competition (the ‘Competition’) will be conducted in accordance with the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the ‘Regulations’).

The DODDF has an integrated suite of strategic applications (Management Information Framework (MIF) comprising an Oracle Financial Application (Oracle eBusiness Suite), a bespoke oracle human resource management system – the personnel management system (PMS) and an Identity and access management solution (oracle single sign on). The applications are hosted in 2 geographically separated sites, production and disaster recovery.

The DODDF intends to migrate the existing financial application to government financial management shared services (FMSS).

Description of renewals:

The duration of the contract will be 3 years, with the option to extend for a further 2 years (1+1), subject to a satisfactory annual performance review. For the avoidance of doubt, it should be stated that the contracting authority reserves the right to cancel the contract at any time, at its absolute sole discretion and without reason.
