Objective criteria for choosing the limited number of candidates
The services to be provided in this competition cannot be specified fully in advance, they cannot be procured under an open or restricted procedure, which requires that a rigorous technical specification be made available for participants in the competition. On these grounds, the DODDF considers that a competitive dialogue procedure is the appropriate procedure that is capable of leading to the identification of a suitable overall solution by candidates.
