Description of the procurement
The Contracting Entity intends to appoint a Contractor who will be responsible for the design, construction and operation, for some elements, of major Civil, MEICA and process works (incorporating associated works and services) at Millstreet WWTP and within the wider agglomeration. These works will be part of Irish Water’s Capital Investment Plan. A concept design has been completed to inform the competition with a high level description of the proposed works given below:
— design and build of WWTP upgrade and treated effluent outfall at an existing operational site, including ancillaries (acting as project supervisor for the construction stage and project supervisor for the design process under the safety, health and welfare at Work (Construction) Regulations 2013) pending completion of pre-approval competency assessment for these roles if not already completed.
Increase Population Equivalent (PE) by 1 620 to 3 220.
Provide 1,3 km of new 200 mmID pumped effluent outfall.
Provide new process tanks and control building.
Decommission existing disused process tanks
— design and build of one number in-catchment wastewater Pumping Station (PS) and ancillaries to replace existing PS
Decommission existing PS
Construct new PS — approx. capacity 5l/s
Provide duty/standby pumps and controls
Connect to existing emergency overflow to adjacent watercourse
— sewer rehabilitation works on sections of the existing collection system which is partially combined
Rehabilitation/replacement of sections existing collection system both within roads and in fields
Affected sewer sizes range from 150 – 525mmØ
— Operate and maintain upgraded WWTP and treated effluent outfall.
Operation service period to apply to the wastewater treatment plant site and treated effluent outfall only.
Minimum Duration of 1 year and up to 7 years, (with an option to extend by 3 years) from issuing of commissioning cert.
