The purpose of this brief is to secure the services of a suitably qualified and multi-disciplinary Economic Operator to identify appropriate business/commercial delivery models together with a recommendation on the preferred model including the role of Dublin City Council, if any, in the ownership, delivery, operation and maintenance for each of the business aspects:

— Heat distribution network;
— Heat supply to customers.
The EO shall complete a high level review of engineering options for the delivery of district heating, and shall be required to develop the engineering options to a strategic / feasibility level of detail and shall be required to identify project risks and make recommendations of how they shall be addressed in future designs.
