National Transport Authority

In order to support its transport planning remit and inform investment priorities, the Authority maintains a suite multi-modal transport models covering the Republic of Ireland. Attached in this Instruction to Tenderers document is a technical summary of the Regional Modelling System (RMS), describing its structure, components, software used and details of the most recent update undertaken between 2013 and 2016. (It is provided solely for information purposes).
To augment and support this team, the Authority proposes to engage an external consultancy to provide general modelling services using the RMS, and any other models that the Authority may develop, and to assist in the further development and updating of these models.

The Transport Investment and Taxi Regulation Department of the Authority currently has a team of transport modellers who update, maintain and use the RMS on a daily basis. The team is also be responsible for updating, developing and expanding the Authority's modelling analysis tool-kit in response to the changing needs of the NTA and other stakeholders. To augment and support this team, the Authority proposes to engage an external consultancy to provide general modelling services using the RMS, and any other models that the Authority may develop, and to assist in the further development and updating of these models.

It is intended that the modelling services will be provided by the successful Tenderer over a three year period with the option, at the Authority's discretion, of a further extension of up to 1 year. Depending on the nature and volume of modelling services required, the Authority may require members of the consultancy team to be seconded to the NTA to work full time on specific modelling tasks for periods varying from 3 months up to 2 years.
