201 Locomotive Mid Life Re Power

IÉ seeks Expressions of Interest from ‘Lead Integrators’ for a Turnkey Project to re-power Class 201 Locomotives. The objective of the project is to deliver a significant reduction in fuel consumption based on current passenger / freight duty cycles and operational routes and also deliver significantly higher reliability rates to the current locomotive arrangement.
The core requirement is for design, build and systems integration service delivering a re-powered Class 201 locomotive that meets or exceeds current performance characteristics. Most or all of mechanical, electrical, cooling and control equipment above floor level will need to be replaced requiring re-design and systems integration. Existing control equipment in the cabs and equipment below floor level will be retained e.g. bogies and traction motors.
The ‘Lead Integrator’ is responsible for delivering all aspects of the project e.g. re-build, commissioning, testing, warranty support and compliance with all IÉ and Commission for Railway Regulation requirements.

Phase 2: Option for Re-power of up to 14 additional Locomotives
In addition IE may exercise the following 5 options:
Option 1 Locomotive body corrosion repair;
Option 2 Repaint in IE specified livery;
Option 3 Installation of new IÉ Alstom supplied train protection system (Iarnród Éireann Hybrid System, IEHS);
Option 4 Cab HVAC;
Option 5 Bogie overhaul to IE specification.

Conditions for participation
Economic and financial standing:
The economic and financial capacity of the entity must be established to the satisfaction of IE.
Applicants will be invited to complete a questionnaire which seeks company details; information on similar contracts undertaken with value, dates, locations and contact names for reference etc.; applicants will also be requested to provide supporting information such as unqualified audited accounts for the previous 3 years.

Technical and professional ability:
The technical competence of the entity, its employees and processes must be established to the satisfaction of IE. Applicants will be invited to complete a questionnaire which seeks company details to establish the entity's technical capacity.
Contract execution
Deposits and guarantees required:
At qualification stage, reliance on financial capacity may require a Parent Company Guarantee.
At ITT stage, it is anticipated that the following bonds (but not limited to) may be required:
(1) Down Payment/Advance Payment Bond;
(2) Progress Payment and Performance Bond;
(3) Retention Bond.
Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
The project shall be financed directly by IE from its own resources and payments will be managed through an agreed programme of Staged Payments.
The project may qualify for EU funding in respect of reduced emissions to the environment.
Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
IÉ are seeking to engage with a ‘Lead Integrator’ for delivery of the contract.
This ‘Lead Integrator’ may comprise of more than 1 applicant however there will be the requirement to have a ‘Prime Applicant’ within the grouping who will act as the single point of contact for all elements of the application for participation in; and if successful for all elements of the delivery of this engineering requirement.
