Establishment of a Multi-Operator Framework Agreement for the Haulage and Treatment of Leachate from Kerdiffstown Landfill
The Contracting Authority requires the removal and treatment of liquid material from Kerdiffstown Landfill to a licenced treatment facility, (the current designation is non-hazardous material. See analysis of leachate attached). Leachate will be required to be collected during normal operating hours for the facility, 9- 13 and 14-17, (these may be subject to change), as well as on demand in the event of an emergency as set out below. The liquid consists of a mix of leachate generated from domestic and commercial waste in a lined landfill cell and leachate-contaminated storm-water run-off from a covered portion of waster in that cell.
The expected volume of non-hazardous liquid material to be removed could be in the order of 60 000 to 90 000 L/day, depending to some degree on prevailing weather conditions. However, there is no guarantee of the volume of material to be removed and tenderers should have the flexibility to both increase and decrease their capacity within the range of 0 to 90 000 L/day on a 365 day per year basis.
All collections will be on foot of a service request made by the Site Manager. Two types of service request will apply:
— standard Service Request - a schedule of collections will be agreed with a successful tenderer by the Site Manager on a weekly basis in advance,
— special Service Request - additional collections as they arise and are requested by the Site Manager.
