The first phase will principally have a regulatory and strategic focus and will parallel the SEMC's consultative process for the development of the detailed rules for the new market arrangements.ESB is inviting expressions of interest for the supply and delivery of Programme / Project Management (Programme and Project Management, Project Office Support, Business Process Analysis and Testing) services and related project delivery roles for the I-SEM Programme (Phase 1).ESB wishes to contract with an external service provider to:(a) supply and deliver Programme / Project Management services;(b) supply personnel to augment ESB in-house capabilities.While the first phase of the programme will principally interface with the Regulatory Authorities' I-SEM project, Programme and Project Management services will also be required for the purposes of establishing, managing and delivering the overall programme and related cross business unit projects.I-SEM (Phase 1) will be structured, governed, directed and controlled as a programme of work. This programme will utilise the standard ESB's standard PMO framework, processes and methodologies. The external service provider will be expected to work within and adhere to this controlled programme and project management environment.Phase 1 of ESB's I-SEM Implementation Programme will also include projects to assess, as the new market rules emerge, existing processes and systems within both ESB Generation and Wholesale Markets and Electric Ireland business units (in keeping with existing ring-fences), in order to identify and plan for the likely changes that will be necessary during Phase 2 Implementation. Specifically but not exclusively this will entail:— High Level Business Process Impact Analysis;— Document ‘as is' business processes;— Identify the key processes, functionality and IT systems impacted by the I-SEM initiative;— Ascertain interconnectivity between processes (in particular cross BU interconnectivity);— Define the programme for Phase 2 I-SEM Implementation, consistent with outcome of I-SEM Phase 1, including:— Map out key time-lines and constraints and critical success factors of Phase 2 I-SEM Implementation.There will be a specific project within the programme in preparation for the inevitable business changes (in terms of systems and processes) that will be required under the new market rules.

Suitability to pursue the professional activity:

Economic and financial standing:

Operators who respond to this Invitation for Expressions of Interest should provide satisfactory evidence, examples and references of the range of consultancy services, comparable or similar to those outlined in Section II.2 (Quantity or Scope of the Contract) in the context of comparable or similar in terms of scale of programmes/projects ideally at a utility or energy trader.

It is intended that following receipt of Expressions of Interest, those who have been evaluated by ESB and satisfy the criteria outlined above, will be invited to submit detailed tender proposals.
