ESB wishes to invite expressions of interest from suitably qualified companies for the provision of Data Centre Co-Location Services. ESB will have a requirement to rent data centre co-location facilities and associated services, in 2 distinct locations. Approximately 50 IT equipment cabinets with a combined IT critical load of approximately 200 kW will be required at each location. ESB will require a flexible contract in respect of space and power requirements over the lifetime of the contract.

ESB invites qualified companies to forward expressions of interest to supply carrier-neutral data centre co-location facilities and associated services. ESB will require 2 geographically separated data centre co-location facilities. Tenders may be submitted for 1 location or for both locations, and ESB may ultimately enter into contracts with 1 or 2 vendors.ESB's current co-location agreements will expire in late 2016. The planning and implementation of any resultant change will commence in early 2015. Any new data centre co-location facilities would be required to be available to ESB from 1.9.2015 for timely transfer of existing equipment.ESB places great importance on sustainability and expects service providers to demonstrate best practice in relation to environmental and sustainability initiatives.In summary, ESB will require data centre co-location services in two geographically separate locations, each with:— Capacity to meet and expand upon current data centre power, cooling and space demands.— Highly secure access control and monitoring of data centre compound, plant and equipment room.— Fire detection and suppression systems appropriate for a Data Centre environment.— Certified safe and healthy working environment.— Redundant power utility feeds to facility.— Fully redundant power distribution paths to all IT equipment such that there will be no disruption to the IT equipment in the event of a planned or unplanned outage to any power capacity or power distribution component.— On-site electricity generation capacity for all IT load and critical facility requirements.— Fully redundant cooling system such that there will be no disruption to the IT equipment in the event of a planned or unplanned outage to any component within the cooling system.— Carrier neutral network interconnections.— Facility to accept fibre cable and equipment from third parties.— Access to install telecoms equipment in co-location room/meet-me room.— Ability to provide front line support services.— Provision of structured cabling and fit-out services.ESB currently owns and operates its IT and telecoms equipment from within two geographically separated data centre co-location facilities. These data centres operate in an active-active configuration and the geographic separation is dictated by the requirements of contingency and disaster recovery. Each facility hosts approximately 100 equipment cabinets for server, storage, network and telecoms infrastructure. The equipment cabinets are on average less than 50% populated. Current power demand is in the order of 200 kW per facility. The data centres and office locations are interconnected for data replication and communications redundancy over ESB Telecom's high-capacity fibre links. Each data centre is similarly connected to ESB's national Wide Area Network. Connections are also in place to Magnet for ISP services; Eircom for MPLS WAN services; and Vodafone for modem dial-out services to support meter reading. Current data centre locations, with respect to each other, are dictated by the latency requirements of synchronous replication, while their location with respect to ESB's office locations is dictated by the latency requirements of the user-base.

(1) A brief summary of the Candidate's experience of supplying data centre co-location facilities and associated services, including length of time Candidate has been in the business of supplying such services.
(2) Capacity specifications of your facility(s) with regard to:
— Usable floor space (allocated/unallocated),
— UPS backed power for all IT load (allocated/unallocated),
— cooling,
— fire detection/suppression,
— carrier/Telco availability,
— security.
For each of the above please state what percentage: is currently in use, is available for immediate use, and the time-frames required for any further expansion.
(3) Please provide 3 Client references for whom the candidate has provided a similar service (at least one of which is based in Ireland, if possible). Please include the following:
(a) Name of Organisation.
(b) Duration of contract.
(c) Co-location facilities/services supplied.
(d) Any other organisation party to the contract (e.g. prime or sub-contracting roles).
