Phase 2 Works Contract for the Refurbishment, Construction of Structure 12 (Laundry Building) to form a Primary Care Centre and New Building Extension to form a Primary Care Centre

The GDA is seeking to shortlist eight contractors who will be invited to tender for Phase 2, Refurbishment of Structure 12 (Laundry Building) and construction of new three storey extension to form a Primary Care Centre.
By way of indicative summary only the GDA is seeking in broad terms a Works Contractor for Phase 2 of the refurbishment works of an existing building (a protected structure) and construction of new building at Grangegorman, comprising:
(i) Structure 12 - The Laundry Building (Protected Structure RPS No. 3287) approximately 1,250 mยฒ.
(ii) Construction of a new three storey Primary Care Building approximately 2 378 mยฒ.
The Grangegorman Site is a brownfield site of 28.7 Hectares that is in a process of change from institutional use as the former St Brendan's Hospital to a new urban quarter comprising of an academic and healthcare campus. The site is adjacent to existing residential and healthcare uses.

Description of options:
The GDA reserves the right to exercise the option referred to in Article 31(4)(b) of the Public Sector Directive / Article 32(5)(f) of the European Communities (Award of Public Authorities Contract) Regulations 2006 (S.I. No. 329 of 2006) to award to the Works Contractor new works or services consisting in the repetition of similar works or services to those entrusted to the Works Contractor, provided such works or services are in conformity with a basic project for which the original contract was awarded to the Works Contractor. This option may only be used by the GDA during the three years following the conclusion of the contract with the Works Contract.

Other particular conditions:
The GDA wishes to deliver โ€˜community benefit' outcomes from its procurement activity with a view to ensuring that wider social issues are taken into account when spending public money. The GDA has adopted the Grangegorman Employment Charter which contains contract performance conditions related to social considerations. The successful tenderer will be required to implement the Charter as a condition of the contract. The obligations under the Charter apply only in respect of the performance of the Works and the contract. The Charter is available to download with the other tender documents.
