LYIT Ref: 02/14 Local Energy Supply Contract for Biomass Fuelled Heat Centre with Local District Heating Distribution

Letterkenny Institute of Technology (LYIT) through the National Energy Services Framework as developed by the Department of Communications, Energy and Natural Resources and the Sustainable Energy Authority of Ireland propose to enter a Local Energy Supply Contract to design, finance, install, commission and operate a wood fuelled Biomass heat centre with district heating distribution to the Main Building, Nursing and CoLab buildings all on the LYIT Campus at Port Rd., Letterkenny Co. Donegal. The capacity of the system should be sufficient to accommodate thee existing designated buildings and a 1,860 M² proposed extension to CoLab building. The heating season is generally from September to May and the peak load is approx. 900 kW. The proposed Biomass Heat Centre will be required to provide a minimum of 85 % of the peak load. The distribution system should be sized for a further 3,300 m² educational building. The project intends to follow the process outlined in SEAI's Framework for Energy Performance Contracts (EPC)/Local Energy Supply Contracts (LESC) projects and will seek to provide comprehensive and quality information regarding the facilities to the shortlisted tenderers. The final project scope will be decided during competitive dialogue with qualified service providers and will change from that developed at Stage 2 under SEAI's handbook on Energy Performance Contracts. Applications may be submitted by groups of agencies (a consortium) or by individual economic operators. Should the contract be awarded to a consortium, each company in the consortium shall be jointly and severally liable to the Letterkenny Institute of Technology for the fulfilment of the terms of the contract. Applications should make clear which companies are proposed to be members of the consortium and which are to be sub-contractors. Subsequent changes to the members of the consortium may result in disqualification of that group from the Competitive Dialogue process.

Objective criteria for selection:
Following receipt of applications each applicant will be evaluated on foot of the criteria, rules and weightings contained in the PQQ, scored and ranked and a minimum of five applicants will be shortlisted subject to a satisfactory level of response and subject to all shortlisted candidates meeting the minimum standards and qualifications required. The shortlisted applicants will be invited to participate in the competitive dialogue process. During the Dialogue stage, LYIT will reduce the number of solutions or proposals being discussed so that on conclusion of the Dialogue stage, a minimum of 3 tenderers will be invited to submit tenders. The reduction from 5 (min.) shortlisted applicants, to 3 (min) Tenderers will be on the basis of the application of the award criteria that will be set out in the Invitation to Dialogue document and the successful service provider will be chosen on the basis of the application of the award criteria that will be set out in the Invitation to Dialogue document.
