ESB Networks currently holds the role of Retail Market Design Administrator in the form of a ‘ring fenced’ function within the business known as the Retail Market Design Service (RMDS). RMDS is responsible for all aspects of the retail electricity market design on behalf of the Commission for Energy Regulation (CER).ESB on behalf of RMDS requires the provision of Independent Retail Market Assurance Services to provide ongoing Retail Electricity Market Assurance Services in the fully open Irish retail Electricity Market in the Republic of Ireland. Market Assurance in the Irish Retail Market is the process by which the CER and Market Participants obtain assurance that the operation of the market will not be adversely affected by a change to the market processes or systems, the entry of a new Market Participant or the entry of an existing Participant into a new sector of the market.The procurement is being carried out by ESB on behalf of the RMDS function. The appointment of the selected vendor will be subject to approval by the CER and the endorsement of the Industry governance Group (IGG).

4. Details of 3 clients to whom vendor supplies Retail Market Assurance Services (including client name, contract duration and name, email address and phone number of reference contact. Unless otherwise stated, ESB will assume that contact may be made with these references without further reference to the vendor.
