Galway County Council is engaging in a competitive tendering process for Day to day Site Management Services with the backup of a multi-disciplinary Environmental Consultancy team at East Galway Landfill, Kilconnell, Co. Galway.
It is the Galway County Council's intention to establish a 4 year single-party framework agreement for this appointment. East Galway Landfill, also known as Connaught Regional Residual Landfill (Waste Licence ref W0178-02) is located off the R348 approximately 2.5km southwest of Kilconnell and 4.5km northwest of Cappataggle. The approximate area of the overall site is ca. 60 hectares. The landfill at Kilconnell is an existing facility, having been in operation and accepting waste since 2005. The facility was licensed by the Environmental Protection Agency on July 26th 2004 to handle 100,000 tonnes of waste per annum. Nine cells have been constructed at the facility and Cells 1 to 7 have been filled with waste. To date, approximately 820,000 tonnes of waste has been placed into the engineered cells comprising MSW and material for recovery / interim capping. Cells 1 to 7 have been capped with temporary geocomposite capping material and a section of Cell 1 has been permanently capped. Cells No. 8 and 9 have been constructed under the terms of the waste licence, but no waste has been placed in these cells.The Environmental Protection Agency has exercised powers to enter the site under S.I. No. 547 of 2008 – European Communities (Environmental Liability) Regulations. This decision arose from the liquidation of the company operating the East Galway Landfill in May 2013. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties.
2) This is the sole call for competition for this service.
3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
4) Establishment of this framework will be subject to the approval of the competent authorities.
5) It will be a condition of establishment that candidates and all sub-contractors produce a valid Tax Clearance Certificate from the Irish Revenue Commissioners as part of their application for participation in the competition.
6) If for any reason it is not possible to admit to the framework agreement the tenderer invited following the conclusion of this competitive process, the contracting authority reserves the right to invite the next highest scoring tenderer to join the framework agreement as appropriate during the tender validity period.
This shall be without prejudice to the right of the contracting authority to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
7) At its absolute discretion, the contracting authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
8) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words "or equivalent" will always be appended.
9) Without prejudice to the principle of equal treatment, the contracting authority does not propose to engage in a clarification process in respect of questionnaires with missing or incomplete information. A grouping, if successful, may be required to contract as a single entity having joint and several liability but subject to the agreement of the contracting parties. If it is proposed to sub-contract the delivery of any portion of any contracts under the framework, it may be a condition of award of contract that both the service provider and any proposed sub-contractor enter simultaneously into a collateral warranty with the contracting authority for the relevant portion of that contract.
