TOTOCT2013 โ€” Single operator framework agreement for the provision of a fixed odds sportsbook solution

Tote wishes to evolve from its current Totepool only offering on horse racing into a more conventional fixed odds sportsbook model whilst continuing to maintain the Totepool element of the horse racing product. Tote is seeking a white label service provider to provide a fully integrated sportsbook solution. Critical to the solution will be Tote's ability to sell Totepool products on horse racing alongside fixed odds sportsbook products.
The successful service provider must be capable of delivering the final solution across Web, Mobile and Tablet devices. Tote seek an end to end solution that will
handle Market Origination, Management and Settlement across both pre live and in running markets. The required solution will manage all the risk and trading elements of the fixed odds product including customer risk profiling
and management and must include a robust and fit for purpose report generation facility with easy access to appropriate reports and data. The solution should have a capability for to add on virtual products and e-gaming.
The objective of the framework will be to expand the business currently conducted by Tote to encompass an extensive range of sports with a greatly enhanced participant pool of customers.

โ€” As the subject matter of this framework agreement is a non-priority (Annex IIB) service, the establishment of the framework is not subject to the provisions of Directive 2004/18/EC with regard to the choice of procedure. Therefore, the awarding authority will employ an accelerated negotiated competitive dialogue procedure under its own terms and conditions. โ€” The contracting authority reserves the right to limit the number of operators who will be invited to tender or participate. The envisaged number of operators will be reduced to a minimum number of 3 and a maximum number of 6. โ€” The contracting authority reserves the right of recourse to staged procedure to gradually reduce the number of solutions to be discussed or tenders to be negotiated. โ€” This is the sole call for competition for these services, โ€” The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers, โ€” Contract award will be subject to the approval of the competent authorities, โ€” It will be a condition for admittance to the framework agreement that tenderers and their sub-contractors (if any) produce a valid tax clearance certificate from the Irish revenue commissioners and that they retain a fully valid certificate throughout the lifetime of the framework and of contracts awarded under the framework. โ€” Admittance to the framework will also be conditional upon formal written acceptance of Tote Terms and Conditions. โ€” If for any reason it is not possible to admit the successful framework operator to the framework agreement following the conclusion of the competitive process, the contracting authority reserves the right to invite the next highest scoring tenderer(s) to join the framework agreement as appropriate, during the tender validity period.
