Dublin City Council, on behalf of the waste regions, requires a multi-disciplinary environmental and waste management planning consultancy service in relation to the preparation of Regional Waste Management Plans for the Eastern & Midlands, the Southern and the Ulster-Connaught Waste Management Regions.The multi-disciplinary environmental and waste management planning consultancy service now required includes the following:-1. Undertaking Strategic Environmental Assessments (SEAs) for the proposed New Waste Management Plans for each of the three Waste Management Regions.2. Undertaking the preparation of Appropriate Assessments (AAs) including the preparation of Natura Impact Statements if necessary for each of the three waste mangement regions.1 & 2 should be prepared in accordance S.I. No. 435/2004 (amended by SI No 200 of 2011) which gives effect to Directive 2001/42/EC, the SEA Directive and the Habitats Directive (92/43/EEC) and S.I No. 477/2011 ( the European Communities (Birds and Natural Habitats) Regulations, 2011)which gives effect to the Habitats Directive (92/43/EEC).3. Undertaking the preparation of specific elements of the Waste Management Plans which are common to all three Waste Management Regions.This should be prepared in accordance with S.I. No. 137/1997 Waste Management (Planning) Regulations, 1997 and S.I No. 126 of 2011 European Communities (Waste Directive) Regulations, 2011 which gives effect to the Waste Framework Directive (2008/98/EC) .The scope of the Services includes all of the following as well as other related services:- Management of all stages of SEAs and AAs including scoping and preparation of documents as per details outlined in project particulars for all three Waste Management Regions.Provision of assistance to clients in relation to liaising with the Environmental Protection Agency and other relevant bodiesThe preparation of specific elements of the Waste Management Plans common to all three Waste Regions. The Regions are specified below:-o Eastern & Midlands Waste Region:Dublin City, Dun Laoghaire-Rathdown, South Dublin, Fingal, Wicklow, Kildare, Laois, Offaly, Westmeath, Longford, Meath and Loutho Southern Waste Region:Carlow, Kilkenny, Wexford, Waterford, Tipperary, Cork City & County, Kerry, Clare and Limericko Connaught & Ulster Waste Region:Donegal, Leitrim, Sligo, Cavan, Monaghan, Galway City & County, Mayo and Roscommon- Services include examination, assessment and consideration of previously compiled relevant environmental data and waste statistics from other related plans, projects and surveys and determination of their value to this project.- Provision of assistance to the client in relation to the public consultation phases of the SEAs and the AAs.- Provision of assistance to the client in relation to the compilation of draft plans and reports.- Other duties considered appropriate to the brief.250 000500 000

It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.

3. Suppliers must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications.

4.
