Prospective Tenderers will be expected to have the capacity to store the Fabric Filter Bages and Cages in the event of the unit outage date changing.
In addition, the contract will include an option for the supply of Flue Gas Desulphurisation Fabric Filter Bags and Cages at West Offaly Power, Shannonbridge, Athlone, Co Westmeath, Ireland.
West Offaly Power is located on the River Shannon, south of Lough Ree Power and 157km west from Dublin.

The Flue Gas Desulphurisation (FGD or DeSOx) Plant at ESB Lough Ree Power (100 MWe) includes a fabric filter consisting of four parallel filter chambers arranged in two rows of two on both sides of a central gas inlet/outlet plenum. The total number of bags in the Bag House in Lough Ree Power (LRP) is 3,872. Bag length is approximately 8m. Bags hang from cell plates and are supported with anti-collapse cages and are arranged in a concentric pattern. The cages are assembled from three sections and are connected using clips. The clean gas plenum above the tube sheet houses the rotating cleaning manifolds which intermittently direct pulse air into the filter bags.West Offaly Power has a similar arrangement but the total number of bags in the Bag House is 5,408.The proposed contract is for the supply of 4,000 Fabric Filter Bags and Cages for Lough Ree Power in 2014.An Option for the supply of 5,600 Fabric Filter Bags and Cages for West Offaly Power in 2015 will also be included in the contract.

In connection with the award of the contract, the Tenderer shall be required to identify the entity that would be responsible for the receipt and processing of orders and the resolution of any and all problems relating to this contract. g) The negotiated procedure will be used, however, the contracting entity retains the option to accept initial bids without further negotiations. h) Suppliers attention is directed to Article 58.2 of Directive 2004/17/EC i) Award to Runner Up - If for any reason it is not possible to conclude the contract with the designated successful tenderer emerging from this competitive process, ESB reserves the right to award the contract to the next highest scoring tenderer on the basis of the terms advertised. This shall be without prejudice to the right of ESB to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion. j) ESB reserves the right to seek additional contractual and commercial safeguards in the event that the financial position of the proposed vendor deteriorates. ESB also reserves the right not to award the contract to the proposed vendor in such circumstances. k) the contracting entity reserves the right to conclude this contract, or withdraw from the process, at its sole discretion.

Suitability to pursue the professional activity:

Economic and financial standing:

a) Banker's reference and audited accounts for the applicant's proposed contracting entity for the past 3 financial years. If audited accounts are not available for the most recent financial year, management accounts should be submitted instead,

b) verifiable confirmation of the applicant's ability to raise Bonds from a Standard & Poors or equivalent, AA rated Surety/Bank.

Technical and professional ability:

a) Applicant must confirm that they meet the following requirements.

— Applicants must have recent relevant experience of acting as main contractor for the supply of fabric filter bags and cages,

— Applicants must have in place appropriate Quality Assurance systems for the supply of fabric filter bags and cages,

— Applicants must have recent relevant experience of providing technical assistance on site during the installation of fabric filter bags and cages.

b) Applicants must provide details of relevant contracts completed in the past 5 (five) years for delivery to sites within the EU and elsewhere. Relevant contracts are those that meet the requirements of III.2.3 (a) above and are similar in quantities as outlined in items II.2.1 above. Contract details shall include, contract value, duration, client name, client contact names. The applicants role in the contract listed shall be clearly stated.

This contract information provided shall include details of the manufacture and supply of fabric bags and cages in terms of quantities supplied, quality and quality assurance systems employed . Applicants shall demonstrate where possible ability to deliver at short notice and indicate by way of supporting information lead times achieved in the past. Applicants shall provide details of available capacity of production facilities.

The manufacturing source shall have at least 5 years manufacturing experience of above products.

c) A statement on whether the applicant has a relevant ISO/EN certification (or equivalent) for the manufacturing process and if so, the name and address of the third party accreditation. Applicants who do not hold a relevant ISO/EN certification (or equivalent) should state if they are working towards certification and, if so the target date for certification. Applicants who do not hold a relevant ISO/EN certification (or equivalent) but have a quality system of comparable standard should provide sufficient details to enable their system to be assessed.
