Refer to the 'Introduction to the Suitibility Questionnaire' for further information.Dublin City Council (DCC) as leading authority wishes to engage a competent and suitably experienced Consultant to provide engineering and communication consultancy services for the Dublin Region Watermains Rehabilitation Project (DRWRP) in compliance with the Standard Conditions of Engagement for Consultancy Services (Technical), Department of Public Expenditure and Reform. Since its commencement in 2005, the DRWRP is one of a number of strategic action themes, which include the development of a new large water source, undertaken to deliver the future sustainable water needs of the Dublin Region Water Supply Area (DRWSA). The DRWRP is considered to be a critical project particularly having regard to its significant contribution to providing security of supply for the Greater Dublin Area which houses almost 40% of the National population and key industries central to the growth of the Irish economy.The principal aim of the DRWRP is to conserve water by identifying and undertaking works in those areas of the network which will yield the maximum reduction in leakage in the most cost effective manner within the overall agreed project timescales and budget. Techniques that have been employed on the project to date to conserve water include watermain rehabilitation, the installation of pressure reducing valves, optimisation of network layouts and the identification of customer side leakage.The DRWRP has been developed by Dublin City Council on behalf of the Dublin Region Water Authorities (Dublin City Council, Fingal County Council, South Dublin County Council, Dรบn Laoghaire Rathdown County Council, Kildare County Council, Wicklow County Council, Bray Town Council). The DRWRP is listed in the Department of Environment, Community and Local Government's (DECLG) Water Service Investment Programme 2010-2013 (WSIP) as a scheme at planning stage, contracts-to-start stage and construction stage.The services to be provided by the Consultant for this new appointment are summarised below but not necessarily limited to:Part A โ€“ advance approximately 50km of watermains, prioritised for rehabilitation in the ranking lists of the DRWRP Phase 1 Report (December 2006) and subsequent updates, through Stages (ii) to (v) as per the headings set out below:(ii) Design stage,(iii) Tender action / evaluation / award stage,(iv) Construction stage (contract administration and construction supervision),(v) Handover stage and Final Completion.Part B โ€“ develop a new project rehabilitation strategy incorporating a review of existing and potential pressure management practices in the DRWSA, and identify appropriate pressure management, watermain rehabilitation and network optimisation works yielding the best value water savings (i.e. cost of asset installation/renewal/replacement per unit of water saved).Part C โ€“ subject to Client approval, advance a number of schemes (for example pressure management/watermain rehabilitation/network optimisation), as prioritised in Part B, through Stages (ii) to (v) as listed above for Part A.For Parts B and C, it will be a requirement to undertake performance analysis of parts of the regional water hydraulic models (built in 2002) and for certain areas it may be a requirement to re-build and re-calibrate parts of the models.The services required will also include stakeholder involvement and customer communications activities throughout the project including identifying particular customer requirements, providing structured communication to stakeholders and maintaining and updating the project website.The appointment may be extended to include additional services subject to the Client's approval. Refer to Section A.1.1 of 'Introduction to the Suitibility Questionnaire' for information regarding Irish Water.Dublin City Council requires, in their role as Client, that the successful candidate will also be appointed as Project Supervisor Design Process (PSDP) under the Safety Health and Welfare at Work (Construction) Regulations 2006. The successful candidate will be required to be competent to perform these duties and to accept this appointment and carry out the duties of the PSDP.The main funding for the services will come from the Irish Government's Water Services Investment Programme.
