IW is requesting tenders to establish a multi-supplier framework agreement for the provision of all required works and services associated with Major Civil Engineering Works (incorporating ancillary MEICA Works) to support the provision of water services capital investment. It is envisaged that these works will be carried out in a planned manner where work packages are identified in advance of each call off.
The works will be sub-divided into two separate Lots detailed below.
โ€” Lot 1: Works Associated with Water Networks and ancillaries.
โ€” Lot 2: Works Associated with Wastewater Networks and ancillaries.
Each Lot is further sub-lotted to individual IW Regions (3No.) which are made up of City and County Council districts as illustrated on the map set out in the prequalification questionnaire. Applicants are required to indicate which region they are applying for if successfully prequalified. Irish Water will limit the number of successful tenderers to be appointed for each Lot in any one region to ten. Irish Water reserves the right to appoint less than ten contractors in any one region.

i. Construction of new pipelines in various materials including uPVC, PE, Ductile Iron, Steel etc
ii. Construction of cast in-situ reinforced concrete reservoirs and valve chambers
iii. Construction of pre-cast concrete reservoirs and valve chambers
iv. Construction of High Lift Pumping Stations and small booster stations
v. Construction of Control and Administration Buildings
vi. Installation of associated fittings and valves
vii. Connections to existing watermains
viii. Crossing of existing services, Streams, streams and ditches
ix. Installation of suitable bedding, surround and backfill
x. Provision of temporary and permanent road reinstatement works of various surface types and reinstatement of grass verges and agricultural lands

Transitional Panels - Irish Water will take responsibility for the water and wastewater infrastructure on 1 January 2014. However, it is anticipated that the framework agreement for Lots 1 and 2 (works associated with Water and Wastewater Networks and ancillaries) will not be established until May 2014. For the transitional period between 1 January 2014 and the end of May 2014 or such time as the framework agreement becomes operational, Irish Water intends to operate sub-lot panels comprised of the entities that pre-qualify for each sub-lot under Lots 1 and 2 of this tender competition. IW intends to conduct mini-competitions among applicants on sub-lot panels for any works associated with Water and Wastewater Networks and ancillaries required during the transitional phase.

The Framework Agreement will be established for a term of eighteen (18) months with an option to extend annually for a period of up to two (2) years , to a maximum cumulative term of three years and six months, at the sole discretion of Irish Water.

A consortium/joint venture will not be required to convert into a specific legal form in order to submit a Pre-Qualification Submission, but may be required to do so prior to award of the Framework Agreement. IW may:
i. contract with the prime contractor only;
ii. contract with each member of the consortium/joint venture on the basis of joint and several liabilities;
iii. contract with one member of the consortium/joint venture as prime contractor to whom the other members will be sub-contractors; or
iv. at its discretion, require the consortium/joint venture to enter into any other contracting arrangement.
