Irish Water wants to establish a multi-supplier framework agreement for the provision of all required works and services associated with Minor Mechanical, Electrical, Instrumentation, Control and Automation (MEICA) Works to support the provision of water services capital investment. It
is envisaged that these Minor MEICA Works will be carried out in a planned manner where work packages are identified in advance of each call off. The works will be sub-divided into five separate lots detailed below.
Lot 1: MEICA and ancillary works associated with Water Treatment Plants.
Lot 2: MEICA and ancillary works associated with Wastewater Treatment Plants
(excluding Wastewater Treatment Package Plants).
Lot 3: MEICA and ancillary works associated with Water Networks.
Lot 4: MEICA and ancillary works associated with Wastewater Networks.
Lot 5: Wastewater Treatment Package Plants.
Each Lot will be assigned to individual IW Regions (3No.) which are made up of City and County Council districts (34No.) as illustrated on the Map in the prequalification questionnaire.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Procurement Manager to cwhite@bge.ie. The questionnaire will cover the financial, economic and technical capacity of the candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 17.00 hrs Wednesday 27.11.2013. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure. The Minor MEICA Works within the Water Treatment Works Lot may include but not be limited to the design, supply, installation, testing and commissioning of the following:

Upgrading, replacing or providing any element of an existing water treatment plant including raw water intake, raw water storage, clarification stage, filtration stage, washwater stage, sludge treatment stage, chemical dosing, water quality monitoring and associated control and monitoring equipment.

Additional information about the lots:

Each Lot will be assigned to individual IW Regions (3No.) which are made up of City and County Council districts (34No.) as illustrated on the Map in the prequalification questionnaire. Applicants may tender for one, some or all lots.

The work practices carried out within each Lot involve common MEICA works and associated ancillary civil engineering works.

The common MEICA Works may include but not be limited to;

i. Instrumentation, control and automation systems;

ii. Chemical storage and dosing facilities;

iii. Domestic Electrical Supply (DES) Works;

iv. Decking, handrailing, access covers, access stairs and ladders;

v. Lifting equipment;

vi. Pipework valves, fittings and spares;

vii. Internal and external lighting;

viii. Testing and commissioning of the works.

Some ancillary civil engineering works associated with the Minor MEICA works may include, but not be limited to;

i. Concrete work;

ii. Ducting;

iii. Coring;

iv. Temporary and permanent reinstatement;

v. Minor demolition works;

vi. Testing of Materials;

vii. Other incidental Works.

i. contract with the prime contractor only;

ii. contract with each member of the consortium/joint venture on the basis of joint and several liabilities;

iii. contract with one member of the consortium/joint venture as prime contractor to whom the other memberswillbe sub-contractors; or

iv. at its discretion, require the consortium/joint venture to enter into any other contracting arrangement.
