Arts Council

The Arts Council wishes to identify a supplier to redevelop its corporate website and supply maintenance services for four years.
The web will become the Arts Council's primary platform for engaging with clients and the public. The corporate web site will be the foundation of the Arts Council's web presence but we will also deliver customer services through social media platforms. Users must be able to access the web site across hardware platforms including computers, tablets and smartphones.
Website content will be maintained by staff. Content management tools must be very easy to use, stable, and include workflow to manage sign-off of content prior to publication. Ideally social media management tools would be available within the site manager so staff would only require a single application to manage all web content.
The web site interface design must be flexible and allow the Arts Council to display core content easily but also facilitate the incorporation of projects as they arise. Content from existing stand-alone sites must be incorporated into the interface design e.g. Arts Council collection.
Images and time based media are becoming more important to deliver meaning as bandwidth constraints that previously dictated that text was the primary medium on the web are being removed. This is influencing interface design. The Arts Council interface design should reflect these trends.
It must be possible to easily embed/publish all standard media types including text, documents, images, video and audio whether hosted on the Arts Council website or on an external website.
Plain English will be used throughout the site. Content templates must be attached to pages based on their type to ensure consistency and adherence to best practice and standards for web communication. Templates must allow staff to easily include metadata for SEO. Page URLs must use English words only and be friendly to search engines. Semantic HTML should be used to mark up content.
The website must be able to publish content generated by our internal MS CRM and Sharepoint applications such as contacts, funding decisions and guidelines.
Databases for managing decisions (http://www.artscouncil.ie/en/we_funded.aspx), funds (http://www.artscouncil.ie/en/available_funding.aspx), and publications (http://www.artscouncil.ie/en/publications.aspx) must be integrated into the website.
The web site must allow for content on the web site to be communicated through an e-mail newsletter, RSS feeds and social media sharing whether pushed out by Arts Council staff or shared by visitors to the site through like buttons, etc.
The web site should be accessible to all potential users, including older people and people with disabilities. The website pages and page templates should be designed to meet all Web Content Accessibility Guidelines 2.0, W3C World Wide Web Consortium Recommendation 11 December 2008, Level A & Level AA Success Criteria. Web site search is likely to be the primary way in which a significant percentage of users find content on the site. The search function must return quick, relevant results.
