Waste disposal and recovery from park road recycling centre

Quantity or scope

The scope of the contract involves the recovery and disposal of approximately 2 000 tonnes per annum of waste to landfill, and approximately 70 tonnes per annum of recyclable waste.

1) This invitation to tender is being advertised by Limerick City Council. In recent years, some tender correspondence has been addressed erroneously to Limerick County Council. The 2 local authorities are completely separate entities.

Tendering parties must ensure therefore, that all correspondence relating to this contract is addressed to Limerick City Council. Any correspondence addressed in error to Limerick County Council will be delayed in reaching Limerick City Council. Furthermore, Limerick City Council reserves the right to deem such correspondence invalid in the interests of fairness to all tendering parties;

2) Tendering parties must complete and submit the 'Pricing Form' spreadsheet as attached. This form must be printed off when completed, signed and stamped or affixed with a company seal. This printed spreadsheet must be placed at the front of the tender documentation so as to be immediately visible when the holding envelope is opened;

3) All tender submissions must be received by 12:00 hours on 24.2.2012. They must be enclosed within a sealed envelope clearly marked 'Tender for the provision of waste recovery & disposal services to Limerick City Council's Environment Department from March 2012'.

In order to prevent inadvertent premature opening of tender responses, this envelope must be placed in an outer envelope addressed to 'Ms. Liz Creamer SO (tender), C/O Management Services Department, Limerick City Council, City Hall, Merchant's Quay, Limerick'.

Any tender response not received in this manner may be deemed invalid in the interest of fairness to all tendering parties;

4) Tendering parties shall note that Limerick City Council is subject to the requirements of the Freedom of Information Act. Any tendering party may apply to Limerick City Council's Freedom of Information Officer to seek the release of copies of competitors' documents under this Act;

5) The progress of the tender evaluation process will not be discussed with tendering parties after the closing date for the receipt of tenders (24.2.2012) unless at the instigation of Limerick City Council. Unsolicited contact made in this regard will not be entertained and may be deemed prejudicial;

6) All relevant documentation is attached to this posting in electronic format. No additional information shall be provided by Limerick City Council in hard copy. It is the policy of Limerick City Council's Environment Department to print documents 'in hard copy' only when absolutely necessary. All prospective suppliers who register an interest in this contract using the 'e-tenders' web site will receive an automatically generated e-mail to which files relating to the relevant documents will be attached.

Where further information is required to be passed on to tendering parties, the same mode of communication will apply (i.e. electronic).

Furthermore, in the event of a query being received from a prospective supplier, the answer will be forwarded automatically to all parties who have registered an interest.

Interested parties who experience difficulties when trying to download attached documents should contact Ms. Tara Flanagan in Limerick City Council's Environment Department accordingly;

7) Queries may be made by telephone or e-mail to the Environment Department between 9:00 and 16:00 hours during normal business days up to and including Thursday, 24.2.2012. It is anticipated that tender responses will be opened in the presence of his worship, the mayor of Limerick sometime during the week commencing Monday 27.2.2012, after which a detailed examination and evaluation process will be undertaken by Environment Department staff;

8) Shortly after tenders have been opened, all parties who have submitted valid tenders will be advised accordingly, An accompanying table showing the relative value of bids but not the names of the bidders will be included;

9) It is anticipated that the preferred bidder(s) will be contacted by Limerick City Council in early March, 2012. Note however, that there may be delays incurred in seeking additional information;

10) Limerick City Council reserves the right to withdraw from the tendering process at any time. The publication of this invitation to tender does not compel Limerick City Council to award this contract;

11) Prospective contractors are urged to study carefully, the additional documentation attached to this posting.

Suitability to pursue the professional activity

(1) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process;

Suitability to pursue the professional activity

(2) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession;

Technical and professional ability

(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;

Other particular conditions

1) Must possess a valid Irish Tax Clearance Certificate or 'C2' Certificate issued by the Irish Revenue Commissioners. Nonresident parties must submit a 'Statement of Suitability on Tax Grounds' as issued by the Irish Revenue Commissioners. Copies of such documents must be included with tender documentation but may be submitted in electronic format (e.g. CD or DVD);
