Proposed Number of Contractors to be Pre-Qualified: All candidates who meet the minimum criteria and the minimum qualifying mark for Qualitative Assessment will be pre-qualified. The tenderers proposal shall be submitted in a sealed box and clearly labelled "Expressions of Interest for appointment of Contractor for the Thurles Regional Water Supply Scheme – Contract No. 2 - Treatment Works & Intake Works Design Build Operate (DBO) Contract". The box shall contain 1 no. paper copy and 1 no. electronic copy (pdf. Format) on CD. Suitability to pursue the professional activity:

The information required and minimum requirements for participation will be in accordance with Regulation 56 of SI No. 50 of 2007 and Regulations 53 and 54 of S.I. No. 329 of 2006.

Economic and financial standing:

The information required and minimum requirements for participation will be in accordance with Regulation 55 of S.I. 329 of 2006 – Applicants’ Financial and Economic Standing.

Minimum level(s) of standards possibly required (if applicable).

The Applicant must satisfy the following minimum criteria to qualify for evaluation:

— a minimum average annual turnover of at least…

… 2 500 000 EUR over the last 3 years in designing and constructing water services projects,

… 500 000 EUR over the last 3 years in the operation and maintenance of water or wastewater treatment plants.

The combined average annual turnover of the applicant members must meet the minimum turnover.

Technical and professional ability:

The information required and minimum requirements for participation will be in accordance with Regulation 54, 56 and 57 of S.I. 329 of 2006 – Applicants’ Technical Knowledge and Ability, Health & Safety Competence, Quality Assurance Standards, Environmental Management Standards.

Qualitative assessment.

On Satisfying the minimum criteria a Qualitative Assessment will be carried out in accordance with the Contracting Authority’s Qualitative Assessment scheme. A total cumulative mark of less that 400 from the 1 000 total available will constitute a fail mark.

Minimum level(s) of standards possibly required (if applicable).

Educational and professional qualifications (Management).

Applicant must provide evidence of educational and professional qualifications (with dates obtained) and experience (on similar projects) of their managerial staff, and include the curricula vitae of the managerial staff and the organization structure in accordance with the requirements (if any) identified below or in the Prequalification Document.

Management Structure.

The Applicant / Consortium is to submit an organisational chart, showing the organisation structure, including the names, positions and responsibilities of directors and key personnel and specialist sub-Contractors proposed.

Project Director.

The applicant shall nominate and provide details of the person proposed as 'Project Director' who shall have overall responsibility for the financial management of the Contractor. The minimum requirements for the Project Director are as follows:

(i) A minimum of 10 years relevant experience at Project Director level on construction projects.

Project Manager (Design and Construction).

The applicant shall nominate and provide details of the person proposed as “Project Manager” for the initial phase of the Contract, including the Design Build works as well as the Operation and Management of the Water Treatment Works (WTW). The Project Manager shall manage the overall day to day Design and Construction phase of the Contract, including management of all design and construction Team Members and shall report directly to the Employers Representative.

The minimum requirements for the Project Manager are as follows;

(i) A level eight qualification recognised by the Higher Education and Training Awards Council (HETAC), or equivalent, in Engineering or a relevant field and a minimum of 7 years post-graduate experience in projects of a similar nature including project management of the design and construction of plants of 2 000 m3/d or greater.

(ii) At least 12 years experience in projects of a similar nature including project management of the design and construction of plants of 2 000 m3/day or greater.

Operations Manager.

The Applicant shall nominate and provide details of the person proposed as “Operations manager” for the 20 year Operation & Maintenance Contract. The Operations Manager shall be based on site full time and will be responsible for the day to day management of the WTW and will be the Contractor’s key contact person for the duration of the O&M works.

The minimum requirement for the Operations Manager are as follows:

(i) A level seven qualification recognised by HETAC, or equivalent, in engineering or a related field and a minimum of 5 years post-graduate experience of projects of a similar nature, at least 3 of which shall be in the in the operation and management of a WTW of 2 000 m3/d or greater.

Educational and professional qualifications (Personnel).

Applicant must provide evidence of educational and professional qualifications (with the dates obtained) of the Applicant’s personnel proposed for the project, including the curricula vitae of the personnel in compliance with the specific requirements (if any) identified below.

Project Team Structure.

The Applicant / Consortium should put forward the organisational structure for the personnel allocated to deliver the complete project. Staff from all relevant team members shall also be included.

The minimum standards required is that the Applicant has a minimum of one person for each of the following work elements:

(i) Lead Process Designer – Detailed process design of WTW; responsible for the design of all WTW process elements of the Works and for reviewing and approving design elements by third parties or specialists.

(ii) Lead M&E / IC&A designer – Mechanical and Electrical and Instrumentation, Control and Automation (IC&A) design of WTW; responsible for the design of all mechanical, electrical and process (MEP) elements; Instrumentation, control and automation (IC&A) elements; Building services and small power elements. This person shall over see the testing and commissioning of the WTW and will be responsible for reviewing and approving design elements by third parties or specialists.

(iii) Lead Civil / Structural Designer – Civil and Structural Design of WTW, responsible for the design of all civil and structural elements of the Works and for reviewing and approving design elements by third parties or specialists.

(iv) Contracts Manager (Civil Works) – Construction, installation and commissioning of WTW; responsible for the supervision of all civil and building and for supervising third parties or specialists.

(v) Contracts Manager (MEP Works) – Installation, commissioning of M&E / IC&A / Process Elements of WTW; responsible for the supervision of all M&E, IC&A and Process installations, and for supervising third parties or specialists.

In the instances of (i), (ii) and (iii) above, the proposed person shall as a minimum;

a. Have a level eight qualification recognised by HETAC, or equivalent, in a related field and have a minimum of 8 years relevant post-graduate design experience.

In the instances of (iv) and (v) above, the proposed person shall have as a minimum:

a. A level eight qualification recognised by HETAC, or equivalent, in a related field and have a minimum of 8 years post-graduate experience of construction of works of a similar nature including 3 years as Contracts Manager,

b. At least 12 years specific related experience of construction of works of a similar nature, including 3 years as Contracts Manager.

List of works carried out over the past 7 years.

Applicant must supply details of works that the Applicant has provided over the past seven years that are similar in nature and complexity to the Works required for this project. (Note that the request is not necessarily for projects that are identical to the project that is the subject of this Questionnaire).

In order to pre-qualify, the Applicant / Consortium shall have:

1) Proven experience in the design, construction, testing and commissioning of:

(a) Water Treatment Works (WTW) of similar size and complexity including process design, civil engineering and building works, mechanical and electrical works, testing and commissioning. As a minimum the Applicant shall demonstrate experience in the design and construction of 1 No. Water Treatment Works of similar size and complexity. For the purpose of this competition similar size and complexity shall mean WTW of 2 000 m3/day or greater.

(b) Civil engineering works associated with the construction of pipelines of similar size and complexity. As a minimum the Applicant shall demonstrate experience in the design and construction of 1 No. pipeline project of similar size and complexity. For the purpose of this competition similar size and complexity shall mean the design and construction of watermains of 1km or greater in length and greater than or equal to 200 mm in diameter.

2) Proven experience in the operation and maintenance of WTW of similar size and complexity. As a minimum the Applicant shall demonstrate experience in the operation and maintenance of 1 water treatment plant of similar size and complexity for a minimum period of 3 years or more within the last 7 years. For the purpose of this competition similar size and complexity shall mean WTW of 2 000 m3/d.

List of technicians or technical bodies involved especially those responsible for quality control and those whom the applicant can call on in order to carry out work.

Provide details in the form of a list of the relevant technicians or technical bodies (other than in-house specialists, or specialist subcontractors identified for specialist work) upon whom the applicant can call on in order to carry out the work or whom the applicant can use in regard to quality control (Article 48.2(b) of Directive 2004/18/EC and Regulation 57 of SI No 329 of 2006), particularly in the context of ensuring quality both in the administration of a project and the delivery of a high quality end-product. Include requirements (if any) listed below.

The applicant shall submit evidence of ISO 9001 Quality Assurance Accreditation or any other similar certification which will satisfy Regulation 63 of SI 329 2006.

A statement of the average annual numbers of persons employed by the applicant and those in a managerial position over the past 3 years.

Applicants must provide evidence for five years of average annual manpower and managerial staff in accordance with the requirements (if any) identified below.

The Applicant shall provide the following:

a) a breakdown of the average annual manpower in his employment into:

— "Management Staff",

— “Technical Staff" and,

— "All Other Staff".

b) Indicate all works which he intends to sub-contract

Applicants must demonstrate a minimum average annual manpower in each year over the last 5 years of at least 10 employees who are professionally qualified (to third level) in their field of project experience. Failure to demonstrate this level of staff may result in the Applicant being excluded from further consideration.

A statement of the technical equipment available.

Applicant must provide evidence of technical equipment available to carry out the project, including evidence of technical equipment available to the applicant’s specialists.
