Proposed Number of Contractors to be Pre-Qualified: All candidates who meet the minimum criteria and the minimum qualifying mark for Qualitative Assessment will be pre-qualified.
The tenderers proposal shall be submitted in a sealed box and clearly labelled "Expressions of Interest for appointment of Contractor for the Thurles Regional Water Supply Scheme – Contract No. 2 - Treatment Works & Intake Works Design Build Operate (DBO) Contract". The box shall contain 1 no. paper copy and 1 no. electronic copy (pdf. Format) on CD.
It will be a condition of the award of the contract that the successful Tenderer will be required to produce Tax Clearance Certification or a C2 Certificate from the Revenue Commissioners where appropriate (in the case of a non-resident tenderer a statement of suitability on tax grounds from the Revenue Commissioners in Ireland will be required), evidence of membership of a Pension and Sick Pay Scheme and any other relevant documentation as referred to in the tender documents.

Management Structure.
The Applicant / Consortium is to submit an organisational chart, showing the organisation structure, including the names, positions and responsibilities of directors and key personnel and specialist sub-Contractors proposed.
Project Director.
The applicant shall nominate and provide details of the person proposed as 'Project Director' who shall have overall responsibility for the financial management of the Contractor. The minimum requirements for the Project Director are as follows:
(i) A minimum of 10 years relevant experience at Project Director level on construction projects.
Project Manager (Design and Construction).
The applicant shall nominate and provide details of the person proposed as “Project Manager” for the initial phase of the Contract, including the Design Build works as well as the Operation and Management of the Water Treatment Works (WTW). The Project Manager shall manage the overall day to day Design and Construction phase of the Contract, including management of all design and construction Team Members and shall report directly to the Employers Representative.

Project Team Structure.
The Applicant / Consortium should put forward the organisational structure for the personnel allocated to deliver the complete project. Staff from all relevant team members shall also be included.
The minimum standards required is that the Applicant has a minimum of one person for each of the following work elements:
(i) Lead Process Designer – Detailed process design of WTW; responsible for the design of all WTW process elements of the Works and for reviewing and approving design elements by third parties or specialists.
(ii) Lead M&E / IC&A designer – Mechanical and Electrical and Instrumentation, Control and Automation (IC&A) design of WTW; responsible for the design of all mechanical, electrical and process (MEP) elements; Instrumentation, control and automation (IC&A) elements; Building services and small power elements. This person shall over see the testing and commissioning of the WTW and will be responsible for reviewing and approving design elements by third parties or specialists.

(iii) Lead Civil / Structural Designer – Civil and Structural Design of WTW, responsible for the design of all civil and structural elements of the Works and for reviewing and approving design elements by third parties or specialists.
(iv) Contracts Manager (Civil Works) – Construction, installation and commissioning of WTW; responsible for the supervision of all civil and building and for supervising third parties or specialists.
(v) Contracts Manager (MEP Works) – Installation, commissioning of M&E / IC&A / Process Elements of WTW; responsible for the supervision of all M&E, IC&A and Process installations, and for supervising third parties or specialists.
In the instances of (i), (ii) and (iii) above, the proposed person shall as a minimum;
a. Have a level eight qualification recognised by HETAC, or equivalent, in a related field and have a minimum of 8 years relevant post-graduate design experience.
In the instances of (iv) and (v) above, the proposed person shall have as a minimum:
a. A level eight qualification recognised by HETAC, or equivalent, in a related field and have a minimum of 8 years post-graduate experience of construction of works of a similar nature including 3 years as Contracts Manager,
b. At least 12 years specific related experience of construction of works of a similar nature, including 3 years as Contracts Manager.
List of works carried out over the past 7 years.
Applicant must supply details of works that the Applicant has provided over the past seven years that are similar in nature and complexity to the Works required for this project. (Note that the request is not necessarily for projects that are identical to the project that is the subject of this Questionnaire).

As a minimum the Applicant shall demonstrate experience in the design and construction of 1 No. pipeline project of similar size and complexity. For the purpose of this competition similar size and complexity shall mean the design and construction of watermains of 1km or greater in length and greater than or equal to 200 mm in diameter.

A statement of the average annual numbers of persons employed by the applicant and those in a managerial position over the past 3 years.
Applicants must provide evidence for five years of average annual manpower and managerial staff in accordance with the requirements (if any) identified below.
The Applicant shall provide the following:
a) a breakdown of the average annual manpower in his employment into:

b) Indicate all works which he intends to sub-contract
Applicants must demonstrate a minimum average annual manpower in each year over the last 5 years of at least 10 employees who are professionally qualified (to third level) in their field of project experience.
