EirGrid requires Telephony Services to control and monitor crucial electricity transmission system equipment which is distributed nationwide. For example, EirGrid uses telephone services to communicate with over 200 Electricity Transmission and Generating Stations around Ireland. Simply put, telephony services are critical to the efficient and safe management of Ireland’s Electricity Transmission System Network.
The nature of EirGrid’s core business creates Telephony Service needs that are significantly more onerous than a typical enterprise of EirGrid’s size. EirGrid requires Telephony Services to control and monitor crucial electricity transmission system equipment which is distributed nationwide. For example, EirGrid uses telephone services to communicate with over 200 Electricity Transmission and Generating Stations around Ireland. Simply put, telephony services are critical to the efficient and safe management of Ireland’s Electricity Transmission System Network.
EirGrid will be awarding both a Primary Telephony Services and Secondary Telephony Services contract under this Lot;
Primary Service Provider;
The primary service provider must provide Telephony infrastructure to EirGrid’s head office in Ballsbridge, Dublin 4 and Deansgrange, Co Dublin (e.g. Primary Rate Access lines, individual telephone lines) and carry the majority of EirGrid’s Telephony traffic etc.

The secondary service must also provide Telephony infrastructure to EirGrid head office in Ballsbridge, which is independent of the primary provider’s infrastructure, and cater for the possibility of EirGrid switching Telephony traffic in the event of a problem with the Primary Service Provider. This is likely to be a standby service only and the large majority of calls will be routed through the primary provider. EirGrid reserves the right to extend these secondary telephony infrastructure and services to Deansgrange during the course of the contract, if required.
The secondary service must also provide Telephony infrastructure to EirGrid head office in Ballsbridge, which is independent of the primary provider’s infrastructure, and cater for the possibility of EirGrid switching Telephony traffic in the event of a problem with the Primary Service Provider. The requirements of such a GSM service will include but are not limited to the provision of mobile voice and data services to satisfy the basic needs of EirGrid mobile phone users, including, as a minimum; making and receiving voice calls; sending and receiving SMS; voicemail services; provision of mobile data, mobile data applications, mobile devices etc. EirGrid uses GSM Network services both for operational and administrative staff. It is also used to collect critical Energy Metering data on a daily basis. As such, it is a key requirement that the GSM Network Service have maximum (i) availability, (ii) resilience against failure and (iii) coverage.
