Supply & delivery of watermain pipes & fittings - framework agreement 2013 - 2016

Dublin City Council (Utilities)

Dublin City Council (DCC) is coordinating the supply of watermain pipes and fittings for 2013 - 2016 on behalf of Dublin City Council and South Dublin County Council (SDCC).
To coordinate these purchases DCC wishes to appoint suppliers to a multi-party framework agreement.
The framework is being procured by DCC on its own behalf and also as a central purchasing body for SDCC.
DCC herby invites tenders from suitable suppliers who wish to be included on the framework for the supply of watermain pipes and fittings.
The famework will have a 1 year duration with the option of a further 2 years.
The framework is divided into 12 individual lots.
Tenders may be submitted for all or one of the lots. A seperate tender document applies in the case of each lot.

Submissions shall be returned to the address in Annex A.III of the notice published in the Official Journal of the European Union (OJEU) by the time and date in Section IV.3.4 of the notice. Applicants are reminded that failure to provide the requested information, or the provision of incomplete, false or misleading information will result in their exclusion from the procurement process. Applicants are advised to retain a full and accurate copy of their submission. Applicants for pre-qualification must return four (4) hard copies and one (1) soft copy on CD, of their pre-qualification submission which shall be in a sealed envelope clearly marked "Water Supply Project - Dublin Region.". Dublin City Council is subject to the provisions of the Freedom of Information (FOI) Acts 1997 and 2003. If an Applicant considers that any information supplied is commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. In such cases the relevant material may, subject to the provisions of the Act, be protected from access in response to a FOI request. It will be a condition for the award of any contract by Dublin City Council that the successful tenderer, must submit a signed statement that the company and all proposed sub-contractors (if applicable) are able to produce a valid tax clearance certificate in compliance with Circular (43) 2006 and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident tenderer, a statement of suitability from the revenue commissioners will be required. It will also be a condition for the award of any works contract by Dublin City Council that the successful tenderer and all sub-contractors are tax compliant with regard to relevant contract tax (RCT). Suppliers must register their interest on the etenders web site in order to be included on the mailing list for clarifications. Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement.
