Refer to the Suitability Assessment Questionnaire (Form QW1) and its accompanying introduction document for detailed information on the project and all of its requirements. A summary of the scope of works is provided below.The design and construction/execution of a ‘treated effluent' marine outfall from the Ringsend Waste Water Treatment Works (WwTW) to the Irish Sea in Dublin Bay. The baseline reference concept design of the outfall system, for which planning consent has been granted, comprises the following:-A new c. 9 km long sea outfall tunnel (LSOT) discharging up to 13.8 m³/s of treated effluent from the WwTW by gravity under all specified tidal conditions. Treated effluent is to be diverted to and enter the proposed LSOT at a new inlet shaft located onshore, c.750m east of the existing WwTW. The LSOT will connect to a new offshore marine shaft which rises to form a single effluent dispersal/diffuser head located above the sea bed in c. 25m depth of water at Lowest Astronomical Tide (LAT). The baseline reference concept design envisages the LSOT being up to 5m internal diameter and constructed in bedrock at depths of up to 60-110m below onshore ground level or existing seabed level over its length. Preliminary concept sizing envisages the onshore inlet shaft being up to 20m internal diameter and up to 110 m deep, and the marine riser shaft being up to 4m internal diameter approx and up to 60-80m deep below seabed. Localised marine sheet piling remediation works, culvert diversion works, and access road maintenance/upgrade works, are also required. The detailed design and execution of the project shall be undertaken by the Contractor in accordance with the Employer's Requirements to be issued at tender stage and under the contract, and in strict compliance with the project's planning, environmental, and other statutory consents. Contract execution
Deposits and guarantees required:
Candidates who rely on the Financial & Economic Standing or Technical Capacity of a parent company or other company for the purposes of pre-qualification shall, prior to Contract Award, provide parent or other company guarantees in a form approved by the Contracting Authority. Letters of undertaking to provide such guarantees shall be submitted with Requests to Participate.

Prior to Contract Award, the successful Tenderer shall provide a Performance Bond, in the amount of 12.5% of the contract sum in a form approved by the Contracting Authority.
Subcontractors for specific works shall also be required to provide Collateral Warranties to the Contracting Authority in an approved form.

Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
The Conditions of Contract for the project shall be the ‘Public Works Contract for Civil Engineering Works Designed by the Contractor (PW-CF 4)' (see http://constructionprocurement.gov.ie/contracts/ for current version) with project specific amendments, which conditions set out the main financing and payment arrangements of the contract. Project-specific amendments proposed to the Conditions of Contract (which shall be confirmed in the tender documentation) include: a limitation on the Contractor's liability under the contract, and a mechanism for the sharing of ground risk on the basis of a ‘Geotechnical Baseline Report'.
