Attached to this Instruction to Tenderers document is a technical summary of the GDA transport model, describing its structure, components, software used and details of the most recent update undertaken in 2008 and 2009 (It is provided solely for information purposes). Though the GDA model is the main analysis tool currently used on a daily basis, the Authority is currently finalising the calibration of a micro-simulation model (developed in Q-Paramics) for the inner city of Dublin and intends from time to time to use this model for detailed assessment of traffic management and other junction specific measures within the city centre. The Authority also intends (in conjunction with other bodies) to develop a national transport model for Ireland over the term of the agreement and to use the national model in the assessment of transport policies and schemes that have a national impact. The Transport Investment and Taxi Regulation Department of the Authority currently has a team of four transport modellers who update, maintain and use the GDA model on a daily basis. The team will also be responsible for updating, developing and expanding the Authority’s modelling analysis toolkit over the next few years. To augment and support this team, the Authority proposes to engage external consultancy to provide general modelling services using the GDA model, the Authority’s micro-simulation model, and any other models that the Authority may develop, and to assist in the further development and updating of these models. As the team are not in general skilled in undertaking local area, micro simulation or junction modelling work, the consultancy service will be required to provide these detailed modelling services and to train the Authority’s modelling staff in the use of these modelling tools and software. It is intended that the modelling services will be required over a three year period with the option, at the Authority’s discretion, of a further extension of up to one year. Depending on the nature and volume of modelling services required, the Authority may require members of the consultancy team to be seconded to the NTA to work full time on specific modelling tasks over a period of one or two years.
