The contract is for the supply of Flue Gas Desulphurisation (FGD) - Fabric Filter Bags and Cages for three 305MWe coal fired boilers at Moneypoint Generating Station in the Republic of Ireland. The Fabric Filter Bags and Cages are required for installation in Low Pressure Pulse Jet type Fabric Filter. The FGD plant is based on a semi-dry process with FGD by-product recirculation. A CFB absorber and Fabric Filter house are installed downstream of an Electrostatic Precipitator. There are 11 760 bags installed per Unit, 8m in length. Across the three Units there are a total of 35 280 Fabric Filter Bags and Cages.
The proposed contract is for the supply of PPS / P84 Fabric Filter Bags. In total there will be a requirement for 12 936 Fabric Filter Bags and Cages per Unit.
It is proposed to replace the Fabric Filter Bags and Cages in Unit 3 in 2013 (Lot 1), Unit 1 in 2014 (Lot 2) and Unit 2 also in 2014 (Lot 3).
ESB Moneypoint Generating Station is located in the Shannon estuary in the south west of Ireland, near Kilrush in Co Clare. The site is located on the north bank of the River Shannon, 5km east of Kilrush. Access is available to the site by road or by sea. The port of Dublin is 265km distant, the port of Cork is 210km distant and the port of Limerick is 85km distant.
Prospective Tenderers will be expected to provide on site technical assistance during the installation works.
Prospective Prospective tenderers will be expected to have the capacity to store the Fabric Filter Bags and Cages in the event of unit outage dates changing.

Conditions for participation
Suitability to pursue the professional activity:

a) acceptance of Irish Law as governing any contract awarded;

b) acceptance of the jurisdiction of irish Courts;

c) a statement that no record exists against the bidder of successful court actions involving fraud or other major breaches of the Companies Act in Ireland or similar law in any other jurisdiction;

d) a statement that the applicant has fulfilled its obligations relating to the payment of taxes and social security contributions in Ireland or any other state in which the tenderer is located.

Economic and financial standing:

a) banker's reference and audited accounts for the applicant's proposed contracting entity for the past 3 financial years. If audited accounts are not available for the most recent financial year, management accounts should be submitted instead;

b) verifiable confirmation of the applicant's ability to raise Bonds from a Standard & Poors or equivalent, AA rated Surety/Bank.

Technical and professional ability:

a) Applicant must confirm that they meet the following requirements.

— Applicants must have recent relevant experience of acting as main contractor for the supply of fabric filter bags and cages,

— Applicants must have in place appropriate Quality Assurance systems for the supply of fabric filter bags and cages,

— Applicants must have recent relevant experience of providing technical assistance on site during the installation of fabric filter bags and cages.

b) Applicants must provide details of relevant contracts completed in the past 5(five) years for delivery to sites within the EU and elsewhere. Relevant contracts are those that meet the requirements of III.2.3 (a) above and are similar in quantities and materials as outlined in items II.1.5 and II.2.1 above. Contract details shall include, contract value, duration, client name, client contact name/s. The applicants role in the contract listed shall be clearly stated.

This contract information provided shall include details of the manufacture and supply of fabric bags and cages in terms of quantities supplied, quality and quality assurance systems employed. Applicants shall demonstrate where possible ability to deliver at short notice and indicate by way of supporting information lead times achieved in the past. Applicants shall provide details of available capacity of production facilities.

The manufacturing source shall have at least 5 years manufacturing experience of above products.

c) A statement on whether the applicant has a relevant ISO/EN certification (or equivalent) for the manufacturing process and if so, the name and address of the third party accreditation. Applicants who do not hold a relevant ISO/EN certification (or equivalent) should state if they are working towards certification and, if so the target date for certification. Applicants who do not hold a relevant ISO/EN certification (or equivalent) but have a quality system of comparable standard should provide sufficient details to enable their system to be assessed.
