Media planning and buying services

The contract is for the provision of media planning and buying services for SEAI. The contract will be for a period of 1 year, with, at SEAIโ€™s sole discretion, an option to extend the contract for up to 2 additional years.
Media selection will depend on the particular projects, however cognisance must be given at all times to SEAI being a national agency with a remit to engage all sectors of the economy as appropriate to the particular messages. SEAI is open to proposals on all media vehicles / channels towards the effective delivery of messages. The appointed service provider will be expected to engage with existing government framework service providers, in particular for print media, and any others that are required to conform to public procurement best practice.
The tasks for which the appointed service provider will be responsible include, but are not restricted to:
(1) Developing a strategic approach to SEAIโ€™s media planning and buying requirements;
(2) On the basis of specific briefing, developing comprehensive media campaigns;
(3) Maximising use of new and emerging media opportunities including social media;
(4) Proactively suggesting media channels which will deliver messages to markets at particularly appropriate times;
(5) Working in close association with SEAIโ€™s public relations agency, the strategic advertising planning, creative and production agency and other appropriate external marketing consultants in order to deliver creative communications campaigns on all projects.
