LIT Framework Agreements for the Provision of Electrical Maintenance Services

LIT is issuing this contract notice inviting expressions of interest as the first stage of a two-stage process for appointment to three single-party framework agreements (“the Framework Agreements”) as follows:
Lot 1 Call Out Electrical Maintenance & Attendance Works – LIT Limerick.
Lot 2 Call Out Electrical Maintenance Works – LIT Thurles.
Lot 3 Call Out Electrical Maintenance Works – LIT Clonmel.
The purpose of the first stage is to obtain information from the applicants to determine their suitability on the basis of financial capacity, technical capability and relevant experience to carry out the required works and services.
Suitable applicants will be shortlisted and it is envisaged that a minimum of the top five scoring, suitably qualified applicants (with a maximum of eight should there be equal scoring) per Lot will be invited to tender for the appointment to the Framework Agreements as described in this suitability assessment questionnaire.
The anticipated duration of each of the Framework Agreements will be for one year from date of award of the Framework Agreement, with the option to extend annually (maximum duration of four years from date of award of the Framework Agreement) and subject to regular reviews and satisfactory performance.

Applications should state if any of the information supplied by them in response to this notice, is confidential or commercially sensitive or should not be disclosed in response to a request for information under the aforementioned Act. If applicants consider that none of the information supplied by them is confidential or commercially sensitive, they should make a statement to that effect. 7) Award to runner up If for any reason it is not possible to conclude each framework agreement with the designated successful tenderer emerging from this competitive process; or if, having concluded the framework agreement, the contracting authority terminates the agreement; the contracting authority reserves the right to admit the next highest scoring tenderer to the framework on the basis of the same terms. This shall be without prejudice to the right of the contracting authority to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion. 8) Clarifications The contracting authority is entitled, but not obliged, to seek clarification of any matter relevant to the selection of candidates. 9) Tupe Please note that TUPE may apply to Lot 1 in relation to the provision of an attendant electrician. 10) Scope LIT cannot guarantee the numbers of electricians required or that work will be continuous. However, based on previous similar works, the requirement for on-site personnel have varied from 1 person (attendant) up to a maximum of six over the summer period. It is envisaged that LIT will use this framework where the individual items of works do not exceed EUR€25,000 in value. It is estimated that the total value for all 3 Lots for a 12 month period would range between 300 000 EUR and 350 000 EUR.

Description of options:
The LIT reserves the right to exercise the option referred to in Article 31(4)(b) of the Public Sector Directive / Article 32(5)(f) of the European Communities (Award of Public Authorities Contract) Regulations 2006 (S.I. No. 329 of 2006) to award to the Contractor new works consisting in the repetition of similar works to those entrusted to the contractor, provided such works are in conformity with a basic project for which a Contract was awarded. This option may only be used by the LIT during the three years following the conclusion of a Contract under each framework.
